Record Low EU Fertility Rate Of 1.34 Hides Wide Regional Gaps

Oviedo: The EU fertility rate fell to 1.34 live births per woman in 2024, the lowest level since the series began in 2001, according to a Eurostat news article published on 27 October 2026. Over the past 20 years the rate has stayed well below the replacement level of 2.10, moving in a range from 1.34 to 1.57. The new EU fertility rate marks the bottom of that range.

The regional picture of the EU fertility rate is far less uniform than the headline. Eurostat counted 1,165 regions at NUTS 3 level with data for 2024, and 439 of them, or 37.7 percent, sat below the EU average. Another 714 regions, or 61.3 percent, ran above it, while 12 matched it exactly.

High fertility clusters in a few countries. Regions with a rate of at least 1.75 include 14 each in Bulgaria and France and 6 in Germany, plus 3 in Slovenia and 2 each in Hungary, the Netherlands and Romania. Ireland, Greece, Croatia and Slovakia each have one such region, so a high EU fertility rate at local level does not belong to one part of the Union.

The low end is concentrated in southern and eastern regions. Sixteen Spanish regions fell below 1.00, along with 7 in Poland, 5 in Italy, 3 in Greece and 2 each in Germany and Lithuania. North-west and island Spain and much of Italy, notably Sardinia, showed particularly low readings.

These contrasts in the EU fertility rate matter for planning. Low fertility also shrinks the future workforce, which makes the data relevant for labour markets. A region with a rate under 1.00 faces fast ageing, school closures and pressure on pensions, and a region above 1.75 needs childcare places and maternity services. National averages blur both challenges, which is why Eurostat’s regional breakdown deserves attention from governments and from the Commission’s cohesion planners.

Several caveats apply. The data for Germany and Moldova refer to 2023, and Eurostat warns that figures may be revised. The numbers come from the 2026 edition of the Eurostat regional yearbook and from the demographic datasets for NUTS 3 regions and for countries.

No formal policy step follows from the release, but it feeds a wider debate on demography and on the support families receive. Eurostat points readers to the population chapter of the regional yearbook, the Regions in Europe interactive publication and its My region tool. The EU fertility rate will remain a headline indicator when the next population projections appear, and the regional gaps suggest that no single national policy will fit every area.
