METSAF State Aid Backs French Fuel Loans Worth €40.5 Million

The METSAF state aid framework produced another approval on 9 October 2026, when the European Commission cleared two French schemes worth up to €40.5 million. The money goes to firms squeezed by fuel costs linked to the Middle East crisis, and it arrives as soft loans rather than grants.

France split the envelope in two. Transport companies can draw on €23.3 million, while agricultural, fishery and aquaculture companies share €17.2 million. Only firms that spend at least 5% of their annual turnover on fuel qualify, which keeps the support aimed at the businesses that feel the price shock most.

Each beneficiary can borrow between €5,000 and €50,000 at a fixed 3.8% rate, backed by a state guarantee. Loans run for a maximum of three years and include a 12-month deferral on principal repayments. That design gives small operators breathing room without handing them a direct subsidy, and it shows how the METSAF state aid toolbox works in practice.

The Commission approved both schemes under the Middle East Crisis Temporary State Aid Framework, which it adopted on 29 April 2026, and under Article 107(3)(c) of the Treaty on the Functioning of the European Union. Officials concluded that the aid is necessary, appropriate and proportionate, and that it does not unduly distort trading conditions against the common interest. The decisions carry the case numbers SA.124159 for agriculture, fisheries and aquaculture and SA.124290 for transport.

The METSAF state aid rules explain why France chose loans. The framework lets governments compensate up to 70% of extra fuel and fertiliser costs measured against a historical benchmark. It also allows aid intensity of up to 100% when the support takes a repayable form that cannot convert into a grant, so a loan scheme sits comfortably inside the rules.

Timing matters too. Member states can grant METSAF state aid between 1 March and 31 December 2026, or until 31 March 2027 if they use ex post verification without advance payments. The framework covers agriculture, fisheries and aquaculture, land transport, intra-EU short sea shipping and energy-intensive industries, while aviation stays outside because other rules already cover it.

The French decision follows a clear pattern of Commission activity this month. On 2 October the Commission approved €170 million in Bulgarian aid for farmers facing higher fuel and fertiliser prices, and on 5 October it found Polish support for the MAN Trucks factory expansion incompatible with State aid rules. Together, those decisions show that Brussels will fast-track crisis relief while still policing aid that distorts competition.

For competition lawyers and finance ministries, the French METSAF state aid approvals offer a useful template. A narrow eligibility test, a capped loan size and a guarantee-backed rate let a government show proportionality to the Commission quickly. Other capitals weighing fuel relief before the December cut-off will likely study how France built these two schemes. Officials in those capitals know that a scheme designed to the Commission’s own proportionality test usually clears review faster than a bespoke measure.

The open question is take-up. Loans of up to €50,000 help a small haulier or fishing business bridge a bad quarter, but they do not cancel the cost, and they must be repaid. Whether the METSAF state aid toolbox keeps pace with prices through the winter will decide how many more national schemes reach Brussels before the framework expires.
