Kos Unveils 2026 Enlargement Package On Ten Candidate Countries

Podgorica: European Commissioner for Enlargement Marta Kos will present the 2026 Enlargement Package on 4 November 2026, giving candidate countries from Montenegro to Ukraine their annual verdict on EU-related reforms. The Commission reports cover ten candidate and potential candidate countries, according to European Western Balkans, which cited an announcement from the European Parliament.

The Commission has moved its enlargement calendar several times this autumn. New Union Post reported on 14 October that the 2026 Enlargement Package would slip to 4 November, after it had already reported delays to the pre-enlargement policy reviews, first set for 30 September and then for 6 October. The new date leaves little room before the December European Council, which European Western Balkans described in early October as crucial for enlargement.

Each report assesses how far a country has delivered the reforms linked to EU membership. Once the Commission publishes them, the permanent rapporteurs of the Parliament’s Foreign Affairs Committee, known as AFET, will draft a resolution for every country. Those resolutions set out Parliament’s views and recommendations on each country’s path towards membership, so the 2026 Enlargement Package also opens a long parliamentary process.

Parliament will not wait long to react. On 5 November 2026, AFET and the Committee on Budgets will jointly hold the fifth dialogue on the reform and growth instrument for the Western Balkans, the third on the instrument for Moldova and the sixth on the instrument for Ukraine. Gert Jan Koopman, Director-General of the Commission’s department for Neighbourhood and Enlargement Negotiations, will brief MEPs on how governments implement their reform agendas and how the EU disburses funds.

Money and reform sit side by side in this process. The instruments link EU funds to national reform agendas, which gives the 2026 Enlargement Package practical weight beyond its political signal. A government that delivers can point to the Commission’s assessment when it asks for disbursements, while one that stalls will face questions from MEPs on 5 November.

The wider calendar is crowded. New Union Post reports that the 2026 EU Enlargement Forum will take place on 16 November 2026, and leaders return to the topic at the December European Council. Montenegro and Albania remain the countries to watch: Eunews reported in November 2025 that Brussels told both to prepare for enlargement, and Kos has said they could conclude accession talks in 2026-27.

The sources reviewed do not describe what the reports will say about any single country, so readers should treat predictions about rankings with caution. What the Commission has confirmed is the date, the scope of ten countries and the parliamentary follow-up. Candidate governments will read the text closely for signals on the pace of negotiations and on any conditions attached to funding.

The 2026 Enlargement Package will therefore frame the enlargement debate for the rest of the year. Readers can follow the Commission’s country pages on the European Commission enlargement website and the announcement coverage in European Western Balkans.
