Farm Ministers Back Post-2027 CAP Mandate Without A Budget Figure

Luxembourg: Agriculture ministers gave the post-2027 CAP its first Council mandate on the evening of 26 October 2026, when they adopted a partial general approach at the Agriculture and Fisheries Council in Luxembourg. The text covers the regulation that sets farm support for 2028 to 2034 and opens the way to negotiations with the European Parliament.

Irish minister Martin Heydon presented the compromise for the Irish Presidency. He told colleagues that EU leaders will decide the amounts for the post-2027 CAP in the wider budget deal, so the Council text carries no financial figure. That choice keeps the file moving, but it leaves the most political question open.

Agriculture Commissioner Christophe Hansen set out the Commission’s priorities for the post-2027 CAP. He said the Commission wanted more mandatory tools, while the Council preferred optional ones, and he argued that organic farming targets should stay mandatory. He also stressed insurance and risk management, a theme that runs through the ministers’ changes.

The compromise rewrites several provisions. Agence Europe lists new Articles 21c and 21d on transitional national aid, a rule in Article 5 that applies financial ceilings to each farmer individually, and more flexibility on land at a farmer’s disposal in Article 20m. Article 19 adjusts insurance schemes and mutual funds, Article 11 covers coupled support for oilseeds, and Article 20k sets a €20 exemption and rules on data transfers.

Support was broad but not uniform. Agence Europe reports clear backing from Denmark, Sweden, Slovenia, the Netherlands, Belgium, Cyprus and Bulgaria, and backing with concerns from Slovakia, Romania, Latvia, Greece, Poland, France, Austria and Italy. Accounts of the tally differ: Luxembourg’s ministry cited 20 member states behind the post-2027 CAP, while Agence Europe said the presidency noted unanimous support, so readers should check the Council’s official outcome page.

Luxembourg’s agriculture minister Martine Hansen called for gradual change with stability and predictability for farmers, a message that reflects what many capitals expect from the post-2027 CAP. Degressivity and capping now move to the budget negotiations, and ministers say the 2027 to 2028 season will need a transitional period.

Trilogues with the Parliament have no date yet. The next Agriculture and Fisheries Council meets on 23 November 2026, followed by a session on 14 and 15 December. Until leaders settle the budget, the post-2027 CAP remains a framework without a price tag; if they agree quickly, negotiators will have the numbers they need, and if not, farmers face another year of guessing.
