Moldova EU Accession Target Of 2029 Meets The Transnistria Question

Chișinău: Moldova EU accession now has a political target of 2029, and the 10th EU-Moldova Association Council in Brussels on 5 October 2026 showed how much work stands between that date and a signed treaty. Moldovan Prime Minister Vasile Tofan told the meeting that his government wants to open the remaining negotiating chapters by the end of 2026 and close all of them by 2028. That leaves a year for ratification before the membership goal.

High Representative Kaja Kallas gave the ambition a boost by saying that Transnistria will not block Moldova EU accession. Her remark answers a question that has hung over the process since Chișinău applied in 2022. The breakaway region lies under Russian influence, Moscow keeps a military presence there, and for years diplomats wondered whether the territorial dispute could stop a candidate from joining.

Kallas also described Transnistria as fragile, with an economic model that cannot last. That is a revealing admission, because it implies that Brussels treats the region as a future reconstruction task rather than a veto. The comparison drawn in reporting with German reunification is useful and also a warning, since the cost of integrating the former East Germany still feeds political frustration decades later.

The practical logic of Moldova EU accession rests on separating the question of the territory from the question of the state. The Union can accept a country that does not control all its land, as the case of Cyprus shows, provided the acquis is applied where the government governs and special arrangements cover the rest. Lawyers in Brussels have studied such formulas for years.

The harder test is delivery on reforms. Opening the remaining chapters by December requires Moldova to show progress on justice, anti-corruption and the functioning of its institutions, and the Commission will judge each chapter on evidence. The country also needs financing for its energy transition and for the communities that depend on Transnistrian supplies, and the Union’s growth plan for the Western Balkans and its Eastern partners is meant to provide part of that support.

Member states will set the pace. Moldova EU accession is tied in public debate to Ukraine, and some capitals still prefer to move both countries together, while others argue that Chișinău should advance on its own merits. A decision to decouple them would speed Moldova ahead, but it would anger Kyiv and complicate the Union’s message that enlargement rewards reform and not geography.

For readers tracking the region, the next milestones are clear: new negotiating chapters before the end of the year, the Commission’s enlargement package on 28 October, and the leaders’ discussion at the European Council. If those steps come on schedule, Moldova EU accession will move from aspiration to timetable. If they slip, the 2029 date will look more like a slogan than a plan.
