COP17 Biodiversity Summit Brings Tough Talks On Global Nature Finance

Yerevan: The COP17 biodiversity summit opens in Yerevan on 19 October 2026, and EU environment ministers will settle their negotiating line a week earlier. The UN conference runs until 30 October under the theme Taking Action for Nature, with 196 parties expected, made up of 195 states and the European Union.

The Environment Council meets in Luxembourg on 12 October under the Irish presidency. According to the Council’s forward look, ministers will adopt conclusions on the EU negotiating positions for both the UN climate conference, COP31, and the COP17 biodiversity summit. They will also review the EU emissions trading system at the same meeting, so the two topics will share a crowded agenda.

The COP17 biodiversity summit has a clear job. It must follow up on decisions taken at COP15 in 2022, where countries adopted the Kunming-Montreal Global Biodiversity Framework, and at COP16 in Cali and Rome. It will also deliver an initial official interim assessment of progress, known as the Global Review, which shows how far countries have come.

The provisional Global Review is not encouraging. More than three quarters of countries have set national targets, but progress is too slow to meet any of the framework’s 23 targets by 2030. Protected areas have grown to 18.4% of land, up from 17.6%, and to 10% of the ocean, up from 8.4%, yet the best known goal of protecting 30% of the planet by 2030 remains far off.

Money will dominate the debate. Countries agreed in Montreal to mobilise at least $200 billion a year for biodiversity from all sources, but the OECD estimates that current funding sits between $78 billion and $91 billion a year, roughly 60% short. The Cali Fund, meant to draw payments from companies that use genetic data, is still nearly empty because its rules are under debate.

For the EU, the finance question at the COP17 biodiversity summit is awkward. The Union is one of the largest providers of nature funding, and it will be pressed to say how it intends to help close the gap while its own budget talks for 2028 to 2034 are under way. Donor countries are also looking to new contributors such as Arab states and China, and to private-sector money.

Agriculture and unsustainable production and consumption are named in the review as major drivers of biodiversity loss, which links the summit to domestic fights over farming rules in Europe. The Council conclusions on 12 October will show how much ambition governments are prepared to carry to Armenia. After that, the COP17 biodiversity summit will test whether the 2030 goals can still be saved.
