Italy Gets Commission Backing For A National Escape Clause On Defence

Rome: The European Commission has approved Italy’s request to use the national escape clause of the Stability and Growth Pact for defence and energy spending, a decision announced by spokesperson Balazs Ujvari at the daily press briefing on 8 October 2026. The national escape clause lets governments deviate temporarily from their agreed spending paths when exceptional circumstances demand it.

Rome submitted its request in September, and the Commission received it on 11 September. The file now goes to the Council, which has one month to give final approval. Only after that vote can the national escape clause be formally activated for Italy.

The rules allow a member state to deviate from its net expenditure path by up to 0.6 percent of gross domestic product between February 2026 and the end of 2028. The mechanism brings no EU funds and does not lift other EU constraints. Approved extra spending is simply not treated as a breach of the fiscal rules, which is why finance ministries watch it so closely.

Italy’s request covers higher energy and security spending. European Affairs Minister Tommaso Foti called the decision a political milestone and argued that European rules must reflect changed economic conditions and inflation. Pierfrancesco Maran, a Democratic Party member of the European Parliament, said energy autonomy is part of security and cited around €14 billion of additional spending capacity.

The approval is separate from a wider set of flexibility requests that Prime Minister Giorgia Meloni outlined in a letter to Commission President Ursula von der Leyen the week before. Eurogroup finance ministers gave that wider request a cool reception on 8 October, and the Netherlands voiced fatigue with the debate. The national escape clause therefore looks like a narrower and more defensible route than a general exception for energy costs.

For Rome, the timing matters. The government has said it will keep its 2026 budget deficit below the EU’s 3 percent of GDP ceiling, so any room created by the national escape clause has to coexist with that commitment. Defence and energy investment compete with pensions, health and tax cuts for every euro, and bond markets will read the final Council decision as a signal about fiscal discipline.

The next test comes within a month. If finance ministers confirm the Commission’s view, Italy will be able to lift defence and energy outlays without triggering corrective procedures, and the national escape clause could become a template for other capitals under similar pressure. If they hesitate, Meloni’s government will face a harder argument at the European Council on 15 and 16 October, where competitiveness, defence and the 2028 to 2034 budget all sit on the agenda. Either way, the national escape clause has moved from a technical provision to a live test of how far the Union will bend its fiscal rules for security.
