Significant E-Money Token Status Puts USDC Under EBA Supervision

Courbevoie: The European Banking Authority has classified USDC as the first significant e-money token under the EU’s Markets in Crypto-Assets Regulation, announcing its decision on 14 October 2026. The significant e-money token label means the EBA will supervise the stablecoin directly from 12 November 2026, a milestone for how Europe polices digital money.

USDC is issued in Europe by Circle Internet Financial Europe SAS, while Circle Internet Financial LLC handles issuance in the United States. It is the second-largest stablecoin by market capitalisation and is pegged to the US dollar. The EBA noted that 45 e-money tokens have been notified under MiCA so far, which makes USDC the only one to reach the higher supervisory tier.

The legal test sits in the regulation itself. The EBA assessed USDC under Article 56 of MiCA, and a token counts as a significant e-money token when it meets at least three of the criteria listed in Article 43. Those indicators include the number of holders, the value of the token, the number and value of transactions, and the size of the reserve of assets. The authority did not say which criteria USDC met, so market participants will look for more detail in the formal decision.

The significant e-money token designation shifts the centre of gravity of oversight. Once the classification applies, the EBA will examine Circle’s own funds, its reserve assets, its liquidity management and its recovery and redemption plans. These areas decide whether holders can get their money back at par when markets turn, which is the core promise of any stablecoin. Direct EBA supervision also brings a consistent approach across member states, instead of leaving each national regulator to interpret the rules alone.

Supervision will not move entirely to Paris. France’s banking supervisor, the ACPR, keeps responsibility for governance, qualifying holdings, suitability assessments, outsourcing and conflicts of interest. That split reflects the design of MiCA, which gives the EBA the prudential and reserve questions and leaves corporate conduct with the home authority. Circle will need to deal with both bodies from November.

For banks and payment firms, the designation sends a signal about where the market is heading. A significant e-money token faces stricter requirements than smaller tokens, including tougher liquidity rules, and regulators have said they want stablecoins to stay safe as they scale. Large banks that plan their own euro-denominated tokens will watch how the EBA handles its first case, because the standards applied to Circle will shape expectations for everyone else.

The decision also feeds a wider European debate on monetary sovereignty. Policymakers in Frankfurt and Brussels have worried that dollar stablecoins could gain ground in European payments and weaken the euro’s role, an argument that features prominently in the discussion on the digital euro. By bringing the largest dollar token inside the EU’s supervisory perimeter, the EBA reduces the regulatory gap that critics have pointed to.

The coming weeks will test how smoothly the handover works. Circle must prepare for direct supervision by 12 November, and the EBA must staff and equip its new role. If the transition runs well, the first significant e-money token could become a template for the next ones, and it would show that MiCA can deliver supervision with teeth.
