EUMAM Ukraine Extension Keeps Training On Track For Kyiv

Kyiv: EUMAM Ukraine received a fresh two-year mandate at the Foreign Affairs Council on 28 September 2026, along with a new coordination cell in the Ukrainian capital. The decision keeps the European Union’s military training mission running beyond its current expiry in November 2026 and signals that Brussels expects the war to demand trained soldiers for years.

High Representative Kaja Kallas chaired the defence-format meeting and framed air defence as the priority. She said the attacks continue every day, and ministers backed that view with money. Procurement plans worth €28.3 billion were approved under the Ukraine Support Loan, while €6.6 billion has been mobilised through the European Peace Facility.

The mission itself is a quiet instrument with outsized reach. Since its launch, EUMAM Ukraine has trained Ukrainian troops on European soil, and the Council reported that about 63,000 soldiers, equal to ten brigades, had completed instruction by late 2024, with a target of 75,000. The European Peace Facility pays for the effort, and the mandate requires coordination with NATO’s Security Assistance and Training for Ukraine command.

A coordination cell in Kyiv changes the mission’s character. Until now, training took place in member states, and feedback from the battlefield reached instructors through indirect channels. A permanent presence in Kyiv should shorten that loop, so EUMAM Ukraine can adjust courses on air defence, drones and electronic warfare as Ukrainian commanders report new threats.

The ministers’ wider agenda explains the urgency. They discussed Russia’s hybrid campaign, which includes sabotage, arson and airspace violations across Europe, and they reviewed options for an emergency security protocol. They also approved five European Defence Industry Programme projects, a sign that training, equipment and industrial capacity are being treated as one system.

Critics will ask whether training alone can offset gaps in ammunition and interceptors. That concern is fair, and it is why the Ukraine Support Loan and the EPF funds matter alongside the mission, because trained crews need systems to operate. Even so, EUMAM Ukraine gives the Union a lever that does not depend on any single capital’s stockpile, since the instructors and the curriculum belong to the common effort.

The extension also carries a political message to Moscow and to the European public. A two-year mandate tells Russia that European support is being planned beyond the next budget cycle, and it tells taxpayers that the mission has a defined cost and an audited purpose. The coordination cell in Kyiv and the funding decisions suggest that EUMAM Ukraine will remain a central pillar of European security policy well into the next phase of the war.
