Ministers Weigh EU Banking Competitiveness Plan To Free €230 Billion

Frankfurt: Finance ministers meeting in Luxembourg on 9 October 2026 have EU banking competitiveness on their agenda. The Economic and Financial Affairs Council is scheduled to exchange views on the Commission’s report on the sector’s competitiveness and the single market in banking, adopted on 17 July.

The Commission wants to fix a fragmented market. Cross-border lending to companies makes up only about 16 percent of total corporate lending in the euro area, and the Commission estimates that removing constraints on liquidity in cross-border subsidiaries could release about €230 billion of high-quality liquid assets. For supporters of a deeper banking union, that figure shows how much capital sits trapped inside national borders.

The EU banking competitiveness communication puts simplification beside integration. EU banks face reporting costs estimated at €11.2 billion a year, and the Commission aims to cut reporting data points by 50 percent. It also commits to remove the Pillar 2 capital requirement linked to the leverage ratio, to align the minimum requirement for own funds and eligible liabilities more closely with the international TLAC standard, and to simplify macroprudential buffers.

On integration, the Commission says it will use its enforcement powers against member states that block bank mergers without good reason. It plans to replace the 2015 proposal for a European deposit insurance scheme with a simpler design, to address liquidity gaps in national guarantee schemes and to make group resolution strategies more predictable. The EU banking competitiveness plan stays loyal to Basel standards but asks for clarity on the output floor and its transitional arrangements for unrated corporates and mortgages.

The sector that EU banking competitiveness policy covers is large and varied. More than 4,500 banks operate in the Union, from global groups to small local lenders, and the communication calls for a more proportionate regime for the smaller and less complex ones. It also calls for supervisors to focus on material risks and less on box-ticking, a cultural shift that the banks have requested for years.

Timing is tight. The Commission expects to present a legislative banking package in the first quarter of 2027, and the ministers’ discussion on 9 October is an early chance to shape it. Their views will tell the Commission which proposals can count on support and which will meet resistance from capitals worried about losing control over domestic banks.

For lenders and savers alike, EU banking competitiveness is therefore a live file. The next few months will show whether governments back the integration measures that make the plan worth having.
