Valencia: The Horizon Europe climate adaptation mission has already supported nearly 300 local authorities with tailored technical and financial help, the European Commission reported on 14 September 2026, almost double the target of 150 regions and communities that it set for 2030. The finding came in a mid-term assessment of the five EU Missions that the Commission launched in 2021 to point research money at concrete social goals.
For a city such as Valencia, which joined the Climate-Neutral and Smart Cities Mission in 2022 and has lived through devastating floods, the missions offer something that classic research grants rarely did. They connect local authorities with scientists, engineers and funders, and they help councils translate climate risk data into investment plans. The adaptation mission in particular aims to help regions understand the hazards they face, map adaptation pathways and test practical solutions before extreme weather arrives.
The assessment gives each mission a progress report. The Commission says the Cancer Mission can improve the lives of 2.3 million people by 2030 against an objective of three million. The Soil Mission has set up 45 Living Labs involving more than 500 real sites, including farms, and it expects to exceed its target of 100 labs once it completes the selection of another 60 to 70. The Ocean and Waters Mission has delivered 121 innovative solutions tested at 349 demonstration sites, drawn 86 regions into replication and gathered more than 1,000 Charter Actions from stakeholders. Engineers have also completed the design of the core infrastructure of the European Digital Twin Ocean, which the Commission expects to be fully operational by 2030.
The Cities Mission continues to work with 112 cities that want to reach climate neutrality by 2030. Most of them have now finalised Climate City Contracts, roadmaps drawn up with residents and businesses that cover energy, buildings, waste and transport, together with the investment each city will need.
The assessment arrives at a delicate moment. Negotiators are designing the next research framework programme and the proposed European Competitiveness Fund, and some governments question whether missions deserve a separate budget line or should merge into broader funding streams. A climate adaptation mission that hits its target years early gives the Commission a strong argument for keeping the model, while critics may reply that the target was too modest in the first place.
