Grenoble: Anyone who has applied for European research money knows the ritual. The proposal that runs to a hundred pages, the templates that fight the science, the months between submission and a verdict, the suspicion that the paperwork is filtering for grant-writing skill rather than research quality. The European Commission’s main Horizon Europe work programme for 2026 and 2027, now adopted and worth some 14 billion euro, promises to make that ritual a little less punishing.
The headline figure is large, but the more telling numbers concern process. The new programme is roughly a third shorter than its 2023 to 2024 predecessor, lump-sum funding has been extended to half of all calls, and forty-one topics will move to a two-stage evaluation that lets applicants test a short outline before committing to a full proposal. None of this is glamorous, and none of it will feature in a ribbon-cutting. But for the laboratories and consortia that live or die by their hit rate, cutting the cost of applying may matter as much as the size of the prize.
The money itself tilts decisively toward two priorities. At least 35 percent of the programme is earmarked for climate objectives, and a new horizontal call worth 540 million euro will channel research into the Clean Industrial Deal, the bloc’s attempt to keep energy-intensive manufacturing on European soil while decarbonising it. A separate call dedicated to artificial intelligence in science, with an indicative budget near 90 million euro, signals where the Commission thinks the next productivity gains in research itself will come from, funding trustworthy AI tools for fields from advanced materials to agriculture.
The bloc’s research missions absorb a substantial slice, with 226 million euro for climate adaptation, 220 million for the cities mission and a fresh 244 million round for ocean and waters. These missions, with their promise of measurable outcomes by a set date, remain the most experimental part of the European research architecture, and the verdict on whether they deliver is still some years off.
For a research hub like Grenoble, with its dense cluster of public laboratories and physics institutes, the work programme is a map of where the next contracts will be. Yet European research funding has long carried a reputation for rewarding the institutions best at navigating Brussels rather than those doing the best science, a bias that quietly excludes smaller universities and partners in the bloc’s east and south. Lump-sum grants, which pay for delivered work packages rather than auditing every receipt, are meant to lower that barrier.
Scepticism is warranted until the first calls close. Promises to cut red tape have accompanied every recent framework programme, and the bureaucracy has a way of regrowing. The proof will lie in application data, whether the share of newcomers and widening-country participants actually rises. For now, the Commission has at least conceded the point its applicants have made for years, that the friction of winning European money had become a tax on the very excellence the money was meant to reward.
