Commission Supplier Diversification Tool Aims At China Risk

The European Commission is preparing a supplier diversification tool that would push companies to reduce dependence on a single source country, and the business debate over its cost has begun. The Commission will present the proposal in early December, about a week before an EU leaders’ meeting. Its business consultation has closed, and officials describe the aim as tackling cases of a high level of strategic dependencies on one supplier country.

China is not named in the text, but the instrument is widely seen as directed at Beijing. The backdrop is easy to list: China restricted rare earth exports in 2025 during the US trade war, and it cut strategic chip supplies to the European car industry during the Nexperia dispute with the Dutch government. Those episodes showed that a bottleneck in one country can halt production lines in several member states within weeks.

The design of the supplier diversification tool is still open, which explains the lobbying. Tobias Gehrke of the European Council on Foreign Relations sketches two ends of the range. A minimalist version would cover a few sectors and follow the mandatory diversification already imposed on energy utilities, while a maximalist version would impose tariffs on firms that buy above a set threshold from one origin. The choice between them will decide whether the supplier diversification tool works as guidance or as a binding constraint.

Industry has raised the cost argument against the supplier diversification tool early. Luisa Santos of BusinessEurope says companies are already at maximum cost efficiency and argues that diversification is not an option for rare earths, where China dominates both mining and processing. She also wants Chinese electric appliances left out of the scope. Trade Commissioner Maros Sefcovic took the opposite view in a 5 June speech, saying industry stands on the front line and should build the cost of resilience into its business models.

The supplier diversification tool also fits a wider package. According to analysis from the China Observers network, EU leaders asked the Commission in mid-October to strengthen its trade toolbox, and Ursula von der Leyen promised a new single-market access instrument alongside a diversification measure and a solidarity mechanism. The same analysis reports a Franco-German letter urging a faster mechanism to respond to unfair trade, which shows that the political appetite is moving beyond voluntary measures.

The energy precedent offers both encouragement and a warning. REPowerEU, launched in May 2022, shows that Europe can unwind a major dependency within a few years, but it did so under wartime pressure and with large public spending. Rare earths and legacy chips lack comparable alternatives, so a legal obligation could raise costs without creating new suppliers.

The anti-coercion instrument adopted in 2023 has never been triggered, even after leaders described Chinese export controls as coercion. That history suggests the Commission wants a tool that works before a crisis rather than after one.

The December text will therefore settle a basic question for European industry: whether a supplier diversification tool will reward early adjustment or punish firms that cannot move fast enough.
