Albania EU Accession Gains Fourth Closed Chapter And A 2027 Goal

Tirana: Albania EU accession moved forward this week when the Union provisionally closed Chapter 20, on enterprise and industrial policy, at the tenth accession conference. The Council release is dated 13 October 2026, although some reports date the meeting a day later. Albania now has four chapters provisionally closed, all of them since the second half of 2026, and every one of the 33 screened chapters has been opened.

The pace is the real story. For years Albania EU accession advanced slowly after candidate status in June 2014, and talks formally started only at the accession conferences of 19 July 2022. A positive interim benchmark assessment on 26 May 2026 confirmed that Tirana had met the interim benchmarks for Chapters 23 and 24, which cover the judiciary and fundamental rights, and the chapter closures followed that milestone.

Enlargement Commissioner Marta Kos said Chapter 20 is about helping Albanian businesses grow, compete and create more jobs. That framing matters, because voters in candidate countries judge accession by results they can see. Prime Minister Edi Rama wants to at least double the number of closed chapters by December, and Thomas Byrne, who spoke for the Irish Council presidency, said the presidency wants more closures before 31 December.

The longer timetable is bolder still. Tirana aims to conclude all negotiations by the end of 2027, and the Commission supports that goal, with full membership expected around 2030. For Albania EU accession, that means closing roughly 29 more chapters in about 14 months. Closing a chapter such as enterprise policy is relatively easy because the rules are technical, whereas the hard chapters on the rule of law and the environment will demand proven results.

The environment already offers a warning. Citizens are protesting a redevelopment project at Zvërnec in the Vlorë district, which involves the island of Sazan and hundreds of hectares of the protected Vjosa-Narta area. The project is led by Affinity Partners, a company owned by Jared Kushner. Critics argue that it clashes with Chapter 27 on environment and climate change, so the case will test whether Tirana applies EU standards when a high-profile investor is involved.

Timing in Brussels is also unsettled. The Commission is expected to present accession roadmaps for Albania, Montenegro, Moldova and Ukraine with indicative timelines for closing chapters, while reports say the 2026 Enlargement Package has slipped to 4 November. Those documents will show whether the 2027 target for Albania EU accession is credible or merely aspirational.

The lesson for Brussels is simple. A fast calendar helps only if each closed chapter reflects real reform. If Albania EU accession keeps its pace and the Zvërnec dispute is handled transparently, Tirana can make a convincing case that merit-based enlargement works, and that other Western Balkan candidates should expect the same rewards for the same delivery.
