EU-Mexico Trade Agreement Now Waits On A Vote In The Mexican Senate

Mexico City: The EU-Mexico trade agreement has cleared every European hurdle, and the next move belongs to the Mexican Senate. The Interim Agreement on Trade was signed on 22 May 2026 at the eighth EU-Mexico summit, the European Parliament gave its consent on 8 July, and the Council concluded it on 14 July. Mexico said it would finish its own ratification after the summer, and by late September its Foreign Affairs and Economy secretariats were still preparing the file for submission to the Senate.

Senators from both Morena and the National Action Party now press the executive to send the text over. PAN Senator Marko Cortés argued that the European Parliament’s approval leaves nothing further to review, and Morena Senator Alejandro Murat urged faster work. That cross-party pressure suggests the EU-Mexico trade agreement should pass easily once it reaches the floor, though no vote date has been set.

Timing matters because the EU-Mexico trade agreement enters into force on the first day of the second month after both sides notify each other that their procedures are complete. Operators then get a two-month preparation period. A Senate vote this autumn would still leave entry into force around the turn of the year, while a longer delay would push it well into 2027.

The trade stakes are considerable. Goods trade reached nearly €87 billion in 2025 and services trade topped €29 billion in 2024, according to the Council. Mexico is the EU’s second-largest trading partner in Latin America, while the EU ranks third for Mexico. Between 2014 and 2024 goods trade grew by more than 75 percent and services trade by 171 percent.

Exporters stand to gain in specific ways under the EU-Mexico trade agreement. The Commission says the package removes 95 percent of Mexico’s high tariffs on EU agri-food, a sector that sold €2.5 billion into Mexico in 2025, and it protects 568 geographical indications. More than 45,000 EU companies export to Mexico, most of them small and medium-sized firms, and they should find public procurement, services and investment rules easier. The deal also bans export monopolies and dual pricing for critical raw materials.

The legal design deserves attention. Because the interim agreement falls under exclusive EU competence, national parliaments do not have to ratify it, which is why it moved in months rather than years. It will cease to apply once the full Modernised Global Agreement enters into force, so the EU-Mexico trade agreement works as a bridge to the broader political and cooperation pact that has governed relations since 2000.

Geopolitics gives the file urgency. Irish Foreign and Trade Minister Helen McEntee, whose government holds the Council presidency, said that deepening ties with trusted partners matters more amid geopolitical uncertainty. Mexico offers European firms a route into North American supply chains when tariff policy in Washington is hard to predict. For Brussels the test is now speed, because every month of delay in the Senate leaves the EU-Mexico trade agreement unused.
