India EU Trade Deal Faces Brussels Approvals Before December Signing

New Delhi: The India EU trade deal has finished its legal scrub and now depends on approvals in Brussels, with both governments aiming to sign before the end of 2026. Indian government sources said on 20 August 2026 that the text is final, while internal approvals and translation work continue on the European side.

The timeline has moved more slowly than Indian ministers predicted. On 2 July, Commerce and Industry Minister Piyush Goyal told an audience in New Delhi that the legal scrub would end within 10 to 12 days, and the work was reported complete only seven weeks later. Both sides still describe a signing in December as realistic, which keeps the India EU trade deal on course to be among the quickest the Union has ever concluded.

The political deal dates from 27 January 2026, when Prime Minister Narendra Modi and Commission President Ursula von der Leyen announced it at the 16th India-EU Summit. Negotiations had resumed in 2022 after a long pause. Goyal has said the India EU trade deal’s concessions cover more than 90 percent of tariff lines, and he has called the pact the first the Union will have agreed and concluded within a single calendar year.

The commercial stakes are large. India’s goods trade with the Union reached about 136.5 billion dollars in 2024-25, made up of roughly 75.9 billion dollars of Indian exports and 60.7 billion dollars of imports. Services trade added another 83.1 billion dollars in 2024. Together the two economies account for about a quarter of global output and nearly a third of world trade, according to the Indian figures.

The next steps sit with EU institutions. The Commission must send its proposals to the Council, member states must authorise signature, and the European Parliament must give consent before the agreement can take effect. Goyal has spoken of approval by the Commission and Parliament by the end of the year, but the sources reviewed do not set out a Council calendar, so the December target leaves little room for delay.

The India EU trade deal also faces a second condition on the Indian side. Goyal said in July that New Delhi would not complete it until it sees a competitive advantage under its interim arrangement with Washington. The United States had cut reciprocal tariffs on India to 18 percent after a February joint statement, and later legal rulings in Washington unsettled the baseline. That uncertainty explains why Indian officials keep linking the European signature to American tariff policy.

For Brussels, the India EU trade deal fits a deliberate effort to diversify trade after concluding deals with Indonesia, Australia and Mercosur. It offers European exporters access to the world’s most populous market, and it gives India a larger share of the single market for textiles, pharmaceuticals and services. Neither government has published a full tariff schedule yet, so the sectoral winners and losers remain unclear.

Observers should watch three signals in November and December: the Commission’s formal proposal, a Council decision on signature, and any Indian statement about the American track. If all three arrive on time, the India EU trade deal will be signed this year. If one slips, entry into force moves further into 2027.
