MED9 Summit In Split Puts Energy Prices Ahead Of October EU Council

Split: The MED9 summit on 7 October brought the leaders of nine southern EU states to the Croatian coast, and energy prices sat near the top of an agenda built for the European Council that opens on 15 October. Croatia, Cyprus, Spain, France, Greece, Italy, Malta, Portugal and Slovenia took part in the 13th meeting of the group. European Council President António Costa and Commission President Ursula von der Leyen joined them.

The French presidency summary lists the topics as support for Ukraine, the multiannual financial framework, competitiveness, energy prices, migration and enlargement. It adds a Mediterranean strand covering security, civil protection, ocean and biodiversity protection, and decarbonisation. The page records no leader quotes and no joint text, so the outcome of the MED9 summit has to be judged from what the leaders chose to discuss.

Greek Prime Minister Kyriakos Mitsotakis framed the economic stakes before the meeting. He said geopolitical upheavals are becoming economic ones, and he warned that winter could be harder still. His list of concerns included inflation, pressure to support households and businesses, fiscal stability as demands outpace available budget room, and the need to reduce critical dependencies.

That framing explains why the MED9 summit matters for energy policy. Southern states sit at the end of long supply chains, and they feel price spikes in gas and electricity quickly because their industries and households are exposed to imports. They also hold much of the continent’s solar and wind potential, which gives them a case for faster grids and storage as the cheaper long-term answer.

Decarbonisation appears on the Mediterranean list, but the sequence of the agenda tells its own story. Ukraine support and the next EU budget come first, and energy sits beside competitiveness as a cost question. The MED9 summit therefore shows how southern capitals want climate policy discussed: as part of industrial and household affordability, not as a separate chapter.

The timing adds pressure on Brussels. Leaders gather again on 15 and 16 October for the first summit of the new political season, and the MED9 summit gave the south a chance to align positions in advance. Capitals that coordinate early tend to shape the draft conclusions, so the group’s priorities on energy prices and dependencies may appear in the final text.

Tension within the group is also possible. Spain and Portugal export renewable power and want interconnectors, while Italy, Greece and Cyprus weigh gas supply routes and new import terminals. France brings its own nuclear interests into any discussion of pricing. A common line on market design will be easier to announce than to write.

Watch for three signals after Split. First, whether the 15 October conclusions mention energy prices and grid investment in language that follows southern requests. Second, whether the Commission responds with a new proposal on support for households and industry. Third, whether the next MED9 summit can show concrete results on Mediterranean decarbonisation rather than a restated list of topics.
