Swiss EU Package Heads For Parliament And Possible Referendum

Bern: The Swiss EU package signed on 2 March 2026 is the most ambitious reset of relations between Switzerland and the European Union in a generation, and its fate now rests with the Swiss Parliament, a possible referendum and the European Parliament. Signature closed two years of talks, but ratification is where the real political risk begins.

Negotiations opened on 18 March 2024, reached a substantive conclusion on 20 December 2024 and were formally concluded in May 2025. The Council authorised signature on 24 February 2026, and the Swiss President and the President of the European Commission signed the texts on 2 March. The Swiss Federal Council sent its dispatch to Parliament in March 2026, which started the parliamentary phase.

The content is broad. The Swiss EU package updates four internal market agreements on air transport, land transport, free movement of persons and conformity assessment, and it updates the agreement on trade in agricultural products. It adds three new agreements on food safety, health and electricity, along with a new agreement on the Swiss financial contribution to EU cohesion and another on participation in EU programmes.

Some elements of the Swiss EU package already run ahead of ratification. The programmes agreement was signed on 10 November 2025 in Bern and has been provisionally applied from the start of 2025, which gives Swiss researchers and students a practical reason to support the broader deal. A separate agreement on Swiss participation in the EU Space Programme agency, covering Galileo and EGNOS, sits alongside the package, together with a protocol on parliamentary cooperation and a joint declaration on a high-level dialogue.

For business, the Swiss EU package is mainly about legal certainty. Conformity assessment and land transport rules had been eroding since talks on an institutional framework collapsed in 2021, and exporters of machinery and medical devices faced added paperwork. The electricity agreement would also tie Switzerland more closely into the European grid at a time when winter supply is a concern.

The politics of the Swiss EU package are harder. Questions about dynamic alignment with EU law, immigration and the cohesion contribution have divided Swiss parties, and an optional referendum is possible, although neither the Council nor the Swiss foreign ministry has announced a date for a vote. On the EU side, the Council will conclude the process only once the European Parliament consents and Switzerland has completed its procedures.

Timing therefore remains open. If the Swiss EU package clears Parliament and any popular vote, it would anchor a stable partnership that gives firms predictability on both sides. If it stalls, the stopgap measures of recent years would again be the only protection for a trade relationship worth far more than many EU free trade agreements.
