Parliament Seeks €194 Billion For The 2027 EU Budget Before Talks

Riga: The 2027 EU budget now has two competing price tags, after the European Parliament voted on 21 October 2026 to ask for €194 billion in commitments and €203.3 billion in payments. The resolution passed by 400 votes to 189, with 84 abstentions, and it sets Parliament’s opening position for talks with the Council.

Parliament’s commitment figure sits €1.17 billion above the Commission’s proposal. Member state ambassadors took a more cautious line in July, backing €191.88 billion in commitments and €202.07 billion in payments, which they called prudent and realistic. By my calculation from the two reported positions, the gap on the 2027 EU budget is about €2.12 billion in commitments and €1.23 billion in payments.

Lawmakers want the extra money in the 2027 EU budget placed in specific programmes. The largest commitment increase, €260 million, goes to transport under the Connecting Europe Facility, with a further €60 million for its energy strand. Erasmus+ gains €96 million, the agricultural guarantee fund and the LIFE programme gain €85 million each, and the Civil Protection Mechanism gains €80 million. Horizon Europe receives €63 million more, and EU4Health receives €50 million.

Foreign and security lines also grow. Parliament added €60 million for the Southern Neighbourhood, €30 million for the Eastern Neighbourhood, €40 million for humanitarian aid, €40 million for border management and visas, and €20 million for military mobility. Those additions show how the 2027 EU budget is being used to answer crises that were not fully visible when the Commission drew up its draft.

Debt repayment is the political sore point in the 2027 EU budget. Parliament insists that repayments linked to NextGenerationEU and the Ukraine Support Loan must be covered by dedicated instruments, not by cutting Horizon Europe, Erasmus+ or civil protection. The draft line for interest and redemption on EU borrowing stands at €9.9 billion in the Commission’s version and €9.72 billion in the Council’s, and one Greens amendment proposed €9.55 billion. General rapporteur Nils Ušakovs of the Socialists and Democrats, who comes from Latvia, and Michalis Hadjipantela of the European People’s Party, from Cyprus, both stressed budget discipline.

Timing is unclear. One report says the annual budget must be agreed by midnight on 16 November 2026, while a Danish summary of Parliament’s press release says negotiators have three weeks from a first meeting expected on 3 November and aim to finish before the end of the year. Neither source explains the discrepancy, and I found no report of how the first meeting went, so readers should check the Council’s calendar.

The stakes are real even though the sums look small. This is the seventh and final annual budget under the 2021-2027 financial framework, and more than 93% of it goes directly to EU programmes. Ireland, which holds the Council presidency, leads the talks for governments. A deal that protects research and education while meeting repayment costs would calm a wider fight over the next long-term budget.

Watch for three things. The first is whether Council and Parliament narrow the €2.12 billion commitments gap, the second is whether dedicated funding for the debt repayments is accepted, and the third is whether a final deadline is confirmed. Until then the 2027 EU budget stays a set of rival numbers, and programmes from Erasmus+ to Horizon Europe wait to learn their final allocations.
