Organic Farmers Await Plenary Vote On Revised EU Organic Rules

Quartier Léopold: The European Parliament’s Agriculture and Rural Development Committee approved the agreement with the Council on revised EU organic rules on 4 November 2026, by 35 votes to three with five abstentions, Agence Europe reports. The vote moves the updated EU organic rules a step closer to final adoption.

The revision aims to clarify the regulatory framework, reduce administrative requirements for some operators and maintain confidence in the EU organic logo. The committee backed the text negotiated with the Council. Parliament’s plenary and the Council still have to endorse it, and the reports reviewed give no dates for either step.

Trade continuity is the most urgent element. The text recognises the organic rules of 11 third countries as equivalent. That recognition, due to expire on 31 December 2026, would run until 31 December 2036. Exporters in those countries therefore gain a decade of certainty if the EU organic rules take effect on time.

The background is a Court of Justice judgment of 4 October 2024, which found that imported products recognised under equivalence could not carry the EU organic logo. The Commission proposed adjustments after that ruling. In July 2026 the agriculture committee adopted its position by 37 votes to four with eight abstentions, and it backed a negotiating mandate by 40 votes to eight with one abstention, Brussels Times reported.

Rapporteur Camilla Laureti called then for “a stable regulatory framework.” Parliament’s position also wanted the logo on non-EU products only if they meet equivalent standards and additional production and control requirements. It raised the small-operator exemption for unpackaged direct sales to €25,000 in annual turnover from €20,000, and to 10,000 kg a year from 5,000 kg. The reports reviewed do not confirm whether those thresholds survived the final negotiation, so operators should check the final text.

The stakes extend beyond paperwork. Organic production keeps growing as a market segment, and shoppers rely on the logo as a signal of verified standards. Producers inside the Union want predictable controls, while exporters want stable access. Balancing those interests explains why the EU organic rules took months of talks, and why the rapporteur asked for a stable framework.

For organic farmers, the practical test is whether lighter paperwork arrives without weakening consumer trust, the point the committee text itself stresses. Small direct sellers, importers and certification bodies all need the final wording before they adjust their plans, and the Commission’s organic farming pages remain the reference for operators.

The next step is plenary and Council endorsement, with institutions aiming to agree before the end of 2026 because the current import recognition lapses on 31 December. Until both votes happen, the EU organic rules stay in limbo for farmers and traders.
