Enlargement Roadmaps Name Four Candidates And Set A Six-Month Test

Podgorica: Enlargement roadmaps are the centrepiece of the Commission’s 2026 enlargement package, adopted on 4 November 2026 for the four candidates furthest along in accession talks. Montenegro, Albania, Ukraine and Moldova each receive an indicative plan with concrete milestones for the year ahead, according to the European Western Balkans portal.

Commission President Ursula von der Leyen said the Commission is now proposing a set of indicative roadmaps for the most advanced negotiating countries. The enlargement roadmaps build on lessons from the 2004 and 2013 enlargements, and they are meant to structure the next stages of preparation. The Commission may adjust them depending on progress and says it will update them regularly.

None of the reports I reviewed gives a deadline for finishing talks with Ukraine or Moldova, and they list no milestones specific to either country. Only the wording about the year ahead is clear. Readers should therefore treat the enlargement roadmaps for Kyiv and Chisinau as a framework whose detail must still be checked in the Commission’s own communication.

Podgorica has the clearest path. Montenegro has provisionally closed 21 chapters, and the Commission says it could provisionally close the remaining ones by the end of 2026 if member states agree. Albania has opened the last remaining cluster and met interim benchmarks on the rule of law chapters, and its stated objective is to conclude accession negotiations by 2027. In both cases the plans turn a general ambition into dated tasks.

The package also proposes a common framework for gradual integration in strategic sectors such as energy, transport, digital and defence. The Commission mapped the instruments that already exist and will open dialogues with enlargement partners over the next six months. The approach is described as conditional and reversible, and as an integral part of the accession process, which means partners cannot treat early access to some policies as a substitute for membership.

Not every candidate fares well. North Macedonia has yet to adopt the constitutional amendments it committed to, and Serbia, according to the same report, made no substantive progress in its accession negotiations. The Commission says it will present similar enlargement roadmaps for other candidates once they reach a comparable level of advancement, pace and engagement, so the incentive for laggards is plain.

The next move belongs to the Council, which must consider the Commission’s recommendations and decide on the steps ahead. Parliament’s foreign affairs committee will also prepare draft resolutions on each country after the assessment. I could not confirm reactions from Kyiv, Chisinau or member states, because the sources reviewed carry only the Commission’s own statements.

Three signals will show whether the enlargement roadmaps matter. Governments need to endorse the closing of the Montenegrin chapters before the year ends, the six-month dialogues on gradual integration need to start on time, and the milestones for Ukraine and Moldova need to become public and measurable. If those arrive, the enlargement roadmaps will give candidates a visible route; if they slip, they will remain a paper promise.
