ESG Ratings Regime Faces Its 2 November Deadline Before T+1 Switch

Paris: The ESG ratings regime reached a hard deadline on 2 November 2026, the date by which providers had to submit full applications to the European Securities and Markets Authority. ESMA described the milestone in an activities snapshot for the period from 1 November 2025 to 31 August 2026, which it prepared for a hearing of Parliament’s economic committee on 28 September.

The rules for the ESG ratings regime began to apply on 2 July 2026. Providers that already operated in the Union had to notify ESMA by 2 August, and the full applications followed three months later. Investors who rely on sustainability scores for funds and bonds will watch which providers win authorisation under the ESG ratings regime, because the supervision of methodology and conflicts of interest is the point of the law.

Settlement is the second autumn deadline. The Union switches to settlement one business day after a trade, known as T+1, on 11 October 2027. ESMA expects to finalise its guidelines by October 2026, and firms should have improved their allocation and confirmation processes by 7 December 2026. The snapshot gives no penalties for firms that miss that internal milestone.

Reporting costs feature alongside the ESG ratings regime. ESMA’s final recommendations of July 2026 on simpler reporting could save market participants and regulators between €250 million and €1 billion a year, and almost €5 billion over ten years. Those figures are ESMA’s own estimates, and the savings depend on legislators adopting the proposals.

Market infrastructure is moving too. A consolidated tape for bonds has a selected provider, Ediphy through fairCT, and EuroCTP won the tape for shares and exchange-traded funds in December 2025. Etrading Software was selected in July 2026 for over-the-counter derivatives. Each runs for five years under ESMA supervision once authorised. The European Single Access Point began collecting data in its first phase on 10 July 2026, and the public portal is targeted for July 2027.

Enforcement figures show the supervisory side. ESMA fined the trade repository REGIS-TR more than €1.3 million in February 2026 and Moody’s Deutschland €2.1 million in July. The agency launched its sixth stress test of central counterparties in April and recognised the Clearing Corporation of India as a systemically important non-EU clearing house in July. Its September risk report said risks remain elevated, citing the war in the Middle East and higher energy prices.

The snapshot also reports that ESMA had 362 staff at the end of August 2026. For providers, banks and asset managers the practical test comes first. If the ESG ratings regime attracts authorised providers on schedule, investors gain a supervised market before the T+1 switch in 2027 absorbs the industry’s attention.
