Council Receives EU India Trade Deal With €4 Billion Savings

Brussels: The EU India trade deal moved into its decisive legal phase in September 2026, when the European Commission sent proposals to the Council of the EU for the signature and conclusion of the agreement. The step, reported on 14 September, follows a fast-track procedure that Trade Commissioner Maroš Šefčovič outlined earlier this year.

The headline numbers explain the political appetite. According to a legal news summary of the proposals, the EU India trade deal aims to eliminate or reduce tariffs on 96 percent of European goods exports to India, which the same summary values at around €4 billion in annual duty savings. Those figures come from a single summary and should be checked against the Commission’s own documents once the texts are public.

The sequence from here is clear even if the dates are not. After the Council authorises signature, the European Parliament must give its consent before the agreement can be concluded and enter into force. India is running its own internal ratification procedures in parallel. In July 2026 the specialist outlet MLex reported that the Commission expected to sign both the India and Australia agreements by the end of the year, but the sources reviewed here do not confirm a signing date or a Council decision.

Several questions will shape the debate in Strasbourg. Lawmakers will look at how the text treats sensitive farm products, how it handles carbon border rules and steel, and what it says on cars. None of the sources reviewed for this article describes those provisions, so commentary on winners and losers remains provisional until the legal text is published.

The strategic logic is easier to read than the fine print. Europe wants more markets outside the United States and China, and India offers a large consumer base and a manufacturing sector that European firms already use. The EU India trade deal also gives Brussels leverage elsewhere, since other partners watch how it treats a country as large and as demanding as India.

Implementation will decide whether the savings are real. Exporters need clear rules of origin, predictable customs procedures and a quick way to settle disputes, and small firms need guidance from the Commission long before the first tariff cut applies. India will have to show that its approval process does not reopen concessions that negotiators already traded.

Watch three milestones: the Council decision on signature, the date of the signing ceremony, and the schedule for the Parliament vote. If they arrive on time, the EU India trade deal could begin delivering its duty savings in 2027. If any of them slips, the EU India trade deal may lose political momentum before exporters see a single tariff cut.
