Prague: From the Czech capital, where the European Union Agency for the Space Programme has run the bloc’s flagship satellite systems since 2012, the talk this year is of renewal on two fronts at once. The Galileo navigation constellation is preparing to welcome its first second-generation satellites, while the agency that operates it is being offered a permanent legal foundation of its own. Together the two threads describe a space programme trying to mature from an ambitious project into durable European infrastructure.
Galileo, the civilian positioning system that now underpins everything from smartphone maps to financial timestamps and aircraft navigation, is entering a new phase. The agency has signed a fresh launch contract with Arianespace for a pair of second-generation satellites aboard Europe’s Ariane 6 rocket, the heavy launcher that returned the continent to autonomous access to orbit. After a successful Galileo mission on Ariane 6 in December, further launches are scheduled to complete the first generation before the upgraded satellites begin joining the constellation, bringing more powerful signals, reconfigurable payloads and improved resilience against interference.
Resilience has become the watchword. Satellite navigation signals are faint by the time they reach the ground, and incidents of jamming and spoofing near conflict zones have sharpened European concern about the dependability of a service that critical infrastructure now takes for granted. The second generation is being designed with that threat environment in mind, and the agency’s expanding remit reflects a wider recognition that space assets are strategic, not merely commercial.
That is where the institutional reform comes in. In April the European Commission proposed giving the Prague-based agency a standalone, permanent legal framework, recasting it with a broader mandate that would extend beyond navigation to secure connectivity through the IRIS2 system, space weather monitoring and surveillance of objects in orbit. The crucial detail is continuity. Until now the agency’s existence has been tied to the Union’s multiannual budget cycles, an arrangement ill-suited to programmes that take decades to plan and operate. A permanent statute would let it commit to long horizons with the confidence that its remit will not lapse with the next financial framework.
The legislative path will run through the Parliament and the Council in the second half of the year, and the details will be contested. Member states with established space industries will watch how responsibilities are divided between the agency, the Commission and the European Space Agency, the intergovernmental body that handles much of the technical development. Questions of security accreditation, defence-adjacent uses and the balance between civilian and strategic priorities are unlikely to be settled quietly.
For the engineers in Prague, the immediate milestone is more tangible. Getting the second-generation satellites built, launched and working is the test that matters, because a navigation system is judged by the signal it delivers, not the elegance of its governing statute. Yet the two efforts reinforce each other. A constellation built for the next twenty years deserves an agency designed to last as long, and Europe is finally moving to provide both.
