Wageningen: Europe has ended one of its longest-running scientific stand-offs. On 17 June the European Parliament gave final approval to a regulation governing plants produced through new genomic techniques, closing a legislative journey that began with a provisional deal between Parliament and Council in December and reaches back, in spirit, two decades to the bloc’s first quarrels over genetic modification.
The change is more philosophical than it first appears. For years the EU regulated genetic innovation by method, treating anything touched by modern gene editing as a genetically modified organism subject to the same heavy authorisation, traceability and labelling regime as transgenic crops carrying foreign DNA. The new rules move the bloc toward a product-based logic, judging a plant by its genetic makeup rather than the technique that created it.
In practice the regulation creates two categories. NGT-1 plants, those that differ from a conventionally bred equivalent by no more than twenty genetic modifications and could in principle have arisen through nature or traditional breeding, are treated as conventional and freed from the GMO rulebook. NGT-2 plants, carrying more extensive changes, remain inside the existing GMO framework with full risk assessment and mandatory labelling. NGT-1 products will be entered in a public EU database and flagged, an attempt to preserve transparency without the regulatory weight.
Supporters argue the shift is overdue. Plant scientists have long complained that Europe’s method-based approach froze them out of tools that competitors in the Americas and Asia use freely, slowing work on crops bred to resist drought, disease and heat without the chemical inputs the Green Deal wants to cut. Precision editing, they say, can deliver in a few seasons what conventional breeding takes decades to achieve, and the bloc cannot preach climate resilience in farming while banning the techniques most likely to provide it.
Critics are unconvinced. Organic farming groups and several environmental organisations warn that the twenty-modification threshold is arbitrary and that deregulating a whole class of edited plants erodes the precautionary principle that has anchored EU food policy. They fear contamination of conventional and organic supply chains, the difficulty of detecting edits that leave no foreign DNA, and the concentration of patented traits in a handful of large seed companies.
Member states retain a notable safety valve: they may restrict or prohibit the cultivation of NGT-2 plants on their own territory, a nod to the political sensitivity that has always surrounded the issue and a reminder that national publics remain wary.
The regulation enters into force twenty days after publication in the Official Journal and applies two years later, leaving time for the Commission to draft the detailed methodology that will decide which plants fall into which category. That technical work will determine whether the reform delivers the agricultural renaissance its champions promise or the regulatory grey zone its critics fear. Either way, Europe has chosen, after years of hesitation, to let its laboratories rejoin a field they helped invent.
