Toulouse: France’s aerospace capital is once again the operational heart of a European flagship, this time for the IRIS2 secure connectivity constellation. The twelve-year concession contract between the Commission and the SpaceRISE consortium, signed on 16 December 2024, has moved decisively from paperwork into industrial execution, with the first satellite design reviews taking place at facilities in and around Toulouse this spring.
IRIS2, formally the Infrastructure for Resilience, Interconnectivity and Security by Satellite, is the third flagship of the Union’s space programme after Galileo and Copernicus. Its scale puts it in genuinely strategic territory. The architecture calls for roughly two hundred and ninety satellites distributed across three orbital regimes: eighteen in medium Earth orbit, two hundred and sixty-four in higher low Earth orbit and ten in lower low Earth orbit. The mixed-orbit design is what allows the constellation to deliver both broadband-class connectivity and the latency profiles required for government communications and defence-grade applications.
The SpaceRISE consortium is built around three established operators, Eutelsat, SES and Hispasat, with subcontracting layers extending to Airbus, Thales Alenia Space and OHB. That industrial spread is what gives Toulouse such weight in the programme, since Airbus Defence and Space and Thales Alenia Space both run major engineering operations in the city. Officials handling the file have been candid that without the Toulouse-Cannes industrial axis, the December 2024 contract would have been mathematically impossible to execute on the proposed timeline.
The political backdrop has shifted since the contract was signed. The Commission has begun a parallel process to give the EU Agency for the Space Programme, EUSPA, a more permanent statutory footing, with proposals expected before the end of the current Commission’s mandate. That move reflects the gradual integration of civilian space assets into defence-adjacent applications, an integration that IRIS2 effectively forces through its dual-use design. The constellation is meant to plug connectivity gaps that commercial mega-constellations either cannot or will not address, particularly in remote European territories and in conflict-relevant deployments.
The 26-27 May EU Space Days event in the city will showcase the programme alongside Galileo, EGNOS, Copernicus and Space Situational Awareness activities. For SpaceRISE the event matters less for its public-facing content than for the bilateral meetings on the margins, where industrial partners are still settling questions on launch cadence, ground-segment architecture and the eventual user-terminal market.
Funding remains the file’s most fragile dimension. The Union contribution is set at six billion euros, with the private consortium covering the remainder of a budget estimated at around ten point six billion euros. The model assumes commercial revenue from corporate and consumer markets will close the gap, a bet that depends on IRIS2 being competitive on price and latency with the dominant commercial constellations by the time first services come online toward the end of the decade.
Toulouse has lived through several iterations of European space ambition, from the Ariane programme’s early decades to the Galileo operational handover. IRIS2 represents a step change in industrial scale and strategic intent, and the city’s engineers are aware that the constellation’s first service milestones in 2027 will define whether the Union has finally built a sovereign space-communications capability or merely a costly demonstration. The next eighteen months in the Toulouse cleanrooms will decide which it becomes.
