Ravenna: Applications for town twinning money under the Citizens, Equality, Rights and Values programme close on 23 September, and the total on offer is six million euros. Individual grants run from 8,455 euros to 50,745 euros, with projects lasting between six and twelve months.
Those figures are small enough to be worth stating plainly. Six million euros across the whole Union buys a few hundred exchanges. A grant at the lower end covers coach travel and accommodation for one delegation. The CERV-2026-CITIZENS-TOWN-TT call sits at the opposite end of the EU funding spectrum from the industrial programmes that dominate policy coverage, and it survives because the constituency defending it is mayors rather than ministries.
The call asks applicants to bring together residents of different nationalities and languages for common activities, with stated priorities around active citizenship, social resilience and awareness of EU rights and standards. Municipalities apply directly, often through twinning committees that have existed since the postwar decades and now struggle to recruit anyone under fifty.
That demographic problem is the honest case against the instrument. Twinning was designed when a trip to a neighbouring country was rare and expensive. Cheap flights and video calls removed the scarcity, and the ceremonial visits that once carried real weight now compete with everything else a council could fund. Critics inside local government argue the money would do more inside a single town, spent on the civic infrastructure that actually brings residents into contact with each other.
Defenders answer that the alternative is not a better programme but no programme. Twinning reaches small municipalities that never apply to Horizon Europe or Erasmus, and it does so with paperwork a part-time clerk can complete. The application burden is genuinely lower than for most EU funding, which is why villages of three thousand people appear in the beneficiary lists alongside regional capitals.
Evaluation remains the weak point. The programme measures participants and events, because measuring attitude change across a twelve-month project is expensive and contested. Nobody has produced convincing evidence that a week-long exchange shifts how participants think about the Union, and nobody has produced evidence that it does not. The result is a funding line defended on plausibility rather than on findings.
A companion strand supports networks of towns working on a shared theme over longer periods, which addresses part of the criticism by pushing beyond single visits. Submission is electronic only, with no paper route, and the portal closes at the stated hour rather than at the end of the day. Municipal applicants routinely lose eligibility on that detail.
