Palm Soap And Instant Coffee Enter The EU Deforestation Regulation

Medan: The EU Deforestation Regulation now covers a longer list of everyday goods, after the Commission published Delegated Regulation (EU) 2026/2102 in the Official Journal on 17 September 2026. The act amends Annex I to Regulation (EU) 2023/1115 and decides which products importers must prove are free of deforestation. The new entries apply from 30 December 2027.

Palm derivatives make up the biggest addition. According to a compliance briefing, the annex now lists palm-derived alcohols, acids, esters, certain glycerol products, specified soaps, chemical preparations and polymers. Other oleochemical feedstocks used in cosmetics and detergents also come into scope. Instant coffee, coffee extracts and frozen bovine tongues join the list as well.

Some items leave or narrow. The briefing says certain hides, leather products, rubber articles and soybeans for sowing were removed or reduced, though it does not spell out each change. The act also clarifies exclusions for waste, used goods, test samples, and certain packaging and promotional materials. Traders will need to check the annex line by line rather than rely on product names.

The reason the EU Deforestation Regulation change matters is traceability. Palm material from several plantations is often mixed at the mill and at the refinery, and chemical products may carry names that never mention palm oil. Under the EU Deforestation Regulation, operators must show that relevant commodities are deforestation-free, produced in line with the laws of the producing country, and covered by due diligence. A company selling a soap base or a detergent ingredient may now be an operator without having thought of itself as a palm trader.

The delegated act follows the Commission’s May 2026 simplification package for the EU Deforestation Regulation, which produced secondary legislation, updated guidance and revised FAQs. Together, those documents show a pattern: the Commission is trimming the procedural load while widening the product list. Industry groups have asked for time to adjust, and the long lead time to December 2027 is the Commission’s answer.

Producers in palm-growing regions such as Sumatra watch the annex closely. Exporters of oleochemicals and refined derivatives will need geolocation data and legality evidence that link back to the plots where the palm was grown. Advisers recommend that companies screen their products and bills of materials against the new codes, and they suggest contracts that allocate responsibility for data between suppliers and buyers.

Under the EU Deforestation Regulation, customs, sustainability, sourcing and IT teams will have to work together, because the due diligence file must match the customs declaration. The transition period gives firms about fifteen months to test whether supplier data can be linked reliably to those declarations. By the time the new entries apply, the EU Deforestation Regulation will reach well beyond timber, cattle and soy into the cosmetics aisle and the coffee cupboard.
