Final Approval Of EU Customs Reform Sets A 2034 Data Hub Deadline

Lille: EU customs reform has cleared its last legislative hurdles, and the Union’s biggest overhaul of customs rules in decades now moves to implementation. The Council approved the Regulation on 4 September 2026, and a law firm briefing dated 29 September reports final approval by the European Parliament. The text still needs signatures from both Presidents and publication in the Official Journal.

Entry into force follows the day after publication, and most provisions apply 12 months later. The Commission is finalising delegated and implementing acts in the meantime. EU customs reform has taken more than three years since the Commission tabled its proposal in May 2023.

At the centre of EU customs reform sits the EU Customs Data Hub. It will serve as the central point for data exchange between traders and customs authorities, give officials real-time access to customs data and replace up to 27 national systems with one platform. Traders will be able to reuse data across several consignments, and the Hub will eventually replace traditional customs declarations.

The rollout of EU customs reform is gradual. The Data Hub starts on 1 July 2028 with e-commerce consignments, becomes voluntary for other traders on 1 March 2031 and turns mandatory for every business importing into the Union on 1 March 2034. That long runway gives companies time to adapt their systems, but it also means two regimes will run side by side for years.

A new EU Customs Authority will be based in Lille, with operations expected to begin in 2027. It will oversee the Data Hub, develop EU-level risk analysis, set priority control areas and coordinate action across member states. National authorities keep responsibility for enforcement, so the Authority steers rather than replaces them.

E-commerce faces the toughest rules. Non-EU platforms selling to EU buyers will count as the importer and carry responsibility for customs formalities and duties. Penalties for non-compliance include fines of up to 6% of the operator’s prior-year annual import value, loss of customs privileges and restricted access to online platforms.

Small parcels face change sooner. An EU-wide handling fee is due by 1 November 2026 to cover processing costs. It will apply alongside the existing €3 flat duty on goods with an intrinsic value below €150, which stays as a transitional measure until the Data Hub starts in July 2028.

For importers, platforms and logistics firms, the message is to prepare now. EU customs reform sets dates, but the delegated acts will fix many practical details, and the Customs Authority in Lille will decide how closely the new system watches each consignment.
