The European Union’s wager on burying carbon underground has produced its first official scorecard, and the early signal is cautiously upbeat. On 28 May the European Commission released its inaugural progress report on the bloc’s CO2 injection capacity target, the headline obligation written into the Net-Zero Industry Act. The verdict: the number of permitted storage sites is climbing, even if the gap to the 2030 goal remains wide.
That goal is deliberately blunt. By 2030 the Union wants at least 50 million tonnes of annual CO2 injection capacity in operation across the continent, the equivalent of taking a mid-sized industrial region’s emissions out of the atmosphere and locking them in geology beneath the North Sea and elsewhere. Sites must stay operational for a minimum of five years and offer free and fair access to third parties, a clause designed to stop early movers from hoarding scarce storage and pricing rivals out.
The mechanism behind the target is unusual for climate policy because it puts the burden squarely on the fossil fuel industry. Article 23 of the Act names roughly 44 oil and gas producers and assigns them a collective duty to build the capacity, calibrated to their historical output. The logic is that the companies which profited most from extracting hydrocarbons should bankroll the infrastructure that helps neutralise what hard-to-abate sectors like cement, steel and lime cannot easily decarbonise any other way.
What the new report measures is momentum rather than completion. Member States have been filing annual updates since December 2024, detailing the capture, transport and storage projects on their territory and the injection capacity those projects imply. From 30 June this year the obligated producers themselves must begin reporting directly to the Commission, a shift that moves the regime from voluntary stocktaking to enforceable accountability. The rising site count suggests permitting authorities are finally clearing a backlog that industry has complained about for years.
Scepticism is warranted, and the report does not pretend otherwise. Counting permitted or planned sites is not the same as counting tonnes actually injected, and the distance between a licence and a functioning well is measured in years and billions of euros. Pipeline networks to move captured CO2 from inland factories to coastal storage remain patchy. Several promising reservoirs sit in national waters where domestic politics, not engineering, will decide the pace.
There is also a strategic tension the figures expose. Storage capacity is concentrated in a handful of states with the right geology and offshore expertise, while the emitters who need it are spread across the bloc. Without the cross-border transport links and access guarantees the Act demands, a country with heavy industry but no viable reservoir could find itself paying premium prices to ship its emissions abroad, or missing its own climate commitments because the infrastructure simply is not there.
For the industrial heartlands already warning that tightening carbon rules are squeezing their margins, the storage build-out matters as more than an accounting line. It is the safety valve that makes continued production compatible with the bloc’s mid-century neutrality pledge. The faster the wells come online, the weaker the argument that decarbonisation must mean deindustrialisation. The report’s modest good news, then, carries an implicit warning: progress is real, but the clock to 2030 is unforgiving, and momentum measured in permits will have to convert into capacity measured in tonnes.
