Lisbon: Europe has spent a decade learning how to build wind farms and solar parks at scale. It is now discovering that generating clean power is the easy part; getting it onto the network is where the project stalls. A public consultation on the Union’s renewable energy framework for the years after 2030 closed on 12 June, and the responses circle back, again and again, to the same bottleneck. The wires cannot keep up with the turbines.
The scale of the queue is striking. By one widely cited estimate, renewable projects totalling roughly 1,700 gigawatts across sixteen European countries were stuck waiting for a grid connection in 2024, a backlog several times larger than the capacity actually built that year. The transmission operators’ association ENTSO-E has warned that more than half of the high-voltage projects Europe needs by 2030 are still tangled in permitting. Developers describe waits measured not in months but in years, during which financing costs mount and contracted equipment sits idle.
The policy backdrop is ambitious enough to make the gap awkward. The revised Renewable Energy Directive fixes a binding target of at least 42.5 percent renewables in the EU’s energy mix by 2030, with an aspiration to reach 45 percent. Hitting those numbers assumes the network can absorb every megawatt the directive encourages. The arithmetic only closes if the grid expands roughly in step with generation, and at present it is not.
The Commission’s answer arrived in December, when it presented a European Grids Package building on an earlier action plan. The measures aim to speed permits, push cross-border planning and unlock investment in the unglamorous backbone of cables, substations and interconnectors that rarely attracts the attention or the subsidies that generation does. Officials concede that agreement among member states and Parliament is unlikely before late 2026 or early 2027, which means the relief, when it comes, will arrive after another construction season has passed.
For the post-2030 framework now taking shape, the lesson of the consultation is that targets for clean generation mean little without parallel commitments on infrastructure. A legislative proposal is expected by the end of the year, and the pressure will be to bind the two together rather than let grid investment trail behind headline percentages.
The Iberian peninsula offers a pointed illustration. Portugal and Spain have abundant sun and wind and a chronic shortage of links to the wider continental market, leaving cheap power stranded behind the Pyrenees on the windiest days. For planners in Lisbon, the renewable transition is no longer a question of whether the electrons can be produced. It is whether they can find a path to the homes and factories that need them, before the decade’s targets quietly slip out of reach.
