Cologne: Europe’s push for a sovereign, secure satellite network has moved from slide decks to concrete. Germany broke ground in June on a GOVSATCOM hub in Cologne, one of two physical facilities that will pool the continent’s governmental satellite communications and lay the groundwork for the far larger constellation to come.
The hub matters because it fills an awkward gap. European governments already run their own military and civil satellites, but they have lacked a shared point through which member states can request secure capacity in a crisis. GOVSATCOM knits those scattered assets into a common pool, letting a coastguard, a border mission or a disaster-response team tap encrypted bandwidth without buying a satellite of its own.
Cologne is a stepping stone toward IRIS², the EU’s answer to commercial mega-constellations. The €10.6 billion programme will eventually place 264 satellites in low Earth orbit and eighteen more in medium orbit, offering encrypted connectivity to governments and, later, commercial users. The Commission and its industry partners have set a first launch around 2029, with full service later in the decade, and the agency describes the architecture in its IRIS² overview.
The timing reflects hard lessons. Europe watched commercial satellite operators become strategic actors in recent conflicts, able to switch coverage on or off at a private owner’s discretion. A publicly governed constellation, its backers argue, keeps that leverage in European hands rather than leaving critical communications hostage to decisions made in a foreign boardroom.
The secure satellite drive runs alongside steadier work on navigation. The EU’s space agency has contracted second-generation Galileo satellites to fly on Europe’s own Ariane 6 rocket, reducing its reliance on outside launch providers, and it sets out the roadmap in its Galileo programme pages. Between navigation, Earth observation and secure communications, the bloc is assembling the three pillars of an independent space capability.
Ambition, though, still has to survive a budget. IRIS² carries a price tag that dwarfs earlier EU space projects, and its financing splits across public money and private contributions whose durability nobody can yet guarantee. Constellations of this scale have a habit of slipping years to the right and billions over budget, and the 2029 launch date will test whether Europe can execute at the pace its rivals already manage.
For now the significance is symbolic as much as technical. A crane over a building site in Cologne says the EU intends to own its orbital infrastructure rather than rent it. Whether that intent holds through the deployment phase, when the real costs arrive, is the question the ground-breaking cannot yet answer.
