Outermost Region Simplification Lands Ahead of June Council Slot

Brussels: The European Commission’s simplification package for the bloc’s nine outermost regions is moving toward Council scrutiny ahead of June, completing a strategic cycle that opened with a new dedicated communication in the first quarter of the year. The regulation, expected to land in the second quarter, will recalibrate state aid, transport allowances and POSEI agricultural envelopes for territories ranging from Madeira and the Azores to French Guiana, Mayotte and Réunion. Regional executives have been pressing for the streamlined rulebook for several years, arguing that current procedural overhead consumes a disproportionate share of administrative bandwidth in territories already coping with structural distance from continental markets.

The proposal addresses three persistent grievances. The first is the layered compliance burden created by Articles 107 and 349 of the Treaty operating in parallel. State aid notifications for outermost-region operating support require duplicative justification across multiple Commission services, even when the underlying scheme is essentially unchanged from one budget cycle to the next. The simplification regulation introduces a standing notification template and an extended duration for approved schemes, reducing the renewal frequency from three years to six.

The second grievance is the inconsistency in how cohesion fund flexibility reaches outermost regions. The mid-term review concluded in 2025 introduced a flexibility reserve covering defence, housing, water resilience, eastern border regions and energy transition. While useful, the priority weighting did not initially absorb the asymmetric vulnerabilities of outermost regions, particularly around climate adaptation, port and airport connectivity, and submarine cable investment. The simplification package now opens a dedicated track inside the flexibility reserve for outermost regions to programme under a lighter touch procedure.

The third grievance is the interplay between cohesion funding and EU agricultural envelopes. POSEI, the agricultural support framework specifically designed for outermost regions, has long operated in parallel with European Agricultural Fund for Rural Development resources, sometimes producing inconsistent reporting demands. The simplification regulation harmonises reporting cycles, introduces a single-portal submission for both income support and structural agricultural investment, and gives regional authorities the option to combine technical assistance lines across funds.

Member State signals so far have been favourable. France, Portugal and Spain, which host all nine outermost regions, have aligned on broad endorsement of the file. The Council is expected to take it forward in June if technical scrutiny does not surface objections, with European Parliament rapporteurs preparing to open the trilogue early in the autumn cycle. Outermost region presidents from the Conference of Presidents have welcomed the move and pressed for the Commission to ensure that European Regional Development Fund allocations beyond 2027 maintain the additional ceiling that recognises the territories’ specific handicaps.

Beneath the procedural simplification sits a wider strategic question. The Commission’s first-quarter communication on outermost regions emphasised the role these territories play as European outposts in the Atlantic, the Indian Ocean and the Caribbean. Officials have been candid that the simplification regulation is one piece of a broader rebalancing in how Europe values its outermost geography as a base for marine biodiversity research, space tracking and climate monitoring.

For regional executives, the immediate operational value will come in the next twelve months. Streamlined notifications and combined reporting cycles release administrative capacity that can be redirected toward project pipeline preparation under the post-2027 cohesion architecture. The Council slot in June will signal whether capitals are willing to convert strategic recognition into the procedural disciplines that allow outermost regions to absorb their cohesion entitlement at the same pace as continental peers.
