Europe’s satellite-navigation agency is reshaping itself from the inside just as its most sensitive service prepares to switch on. From 1 July 2026, the EU Agency for the Space Programme, known as EUSPA, adopted a new internal structure designed to keep Galileo’s encrypted signal running around the clock.
At the centre of the overhaul sits a dedicated Operations Department. It gathers all of the agency’s real-time and near real-time work under one roof, starting with the Galileo and EGNOS positioning, navigation and timing services that millions of devices quietly depend on. The department will run 24/7 service operations, security monitoring, resilience checks and business continuity, and it will manage the day-to-day relationship with governmental users.
The trigger is Galileo PRS, the Public Regulated Service. Unlike the open signal in every smartphone, the Public Regulated Service is an encrypted, controlled-access channel reserved for authorised state users such as police forces, border guards and defence operators. It is built to stay available and resistant to jamming when ordinary signals are degraded or spoofed. With its Initial Operational Capability now approaching, EUSPA says it must deliver secure services to these users on a continuous basis, which is why the restructuring could not wait.
EUSPA’s Administrative Board approved the changes at its June 2026 meeting, acting on a proposal from the Executive Director. The aim is blunt: match the organisation to the operational load it now carries, rather than the lighter coordination role it played when it was created in 2021.
The internal shake-up runs alongside a larger political question about the agency’s future. On 7 April 2026, the European Commission tabled a proposal for a new founding regulation that would rename the body the European Union Space Services Agency and give it a standalone legal basis. That draft is tied to the wider EU Space Act moving through the European Parliament, and together they would redraw the rules for space activity across the bloc while stretching the agency’s remit further into security and defence.
The stakes are not only technical. A protected navigation signal that European governments control themselves is increasingly framed as a question of strategic autonomy, at a moment when the bloc is anxious about its dependence on systems it does not own. Galileo’s encrypted service lets member states run critical missions, from securing borders to coordinating emergency responders, without relying on signals that a foreign operator could switch off or degrade.
That ambition explains why the agency’s remit keeps widening. What began as a civil programme for positioning and timing is drifting toward security and defence, and the reorganisation quietly reflects that shift. By concentrating live operations in a single command, EUSPA is signalling that Galileo is no longer just infrastructure but a service governments expect to lean on in a crisis.
