Europe’s satellite navigation system is preparing for its biggest technical leap since it went live, as the second generation of Galileo satellites moves from factory floor toward the launch pad. The shift carries real stakes for a continent that increasingly treats space infrastructure as a pillar of its strategic autonomy rather than a scientific luxury.
Galileo today is a constellation of 27 satellites delivering positioning data that, for civilian users, is more accurate than GPS. It underpins far more than smartphone maps: timing signals from the system synchronise banking transactions and power grids, while its Public Regulated Service offers an encrypted, jam-resistant channel for governments and emergency responders. The first generation was completed in stages, and the most recent additions rode an Ariane 6 rocket into orbit, marking the European launcher’s debut on the programme.
The second generation, known as G2, is designed to be more powerful and more flexible. Engineers have built in digitally configurable antennas, fully electric propulsion and inter-satellite links, allowing the constellation to be reconfigured in orbit and to update services without the long hardware cycles that constrain the current fleet. The EU Agency for the Space Programme has signed fresh launch contracts with Arianespace to carry pairs of G2 satellites aloft, with the first units expected to begin joining the constellation during this period and deployment continuing into the following year.
Why push now? Resilience is the unspoken driver. Navigation signals have become a target in modern conflict, with jamming and spoofing reported across Europe’s eastern flank, and a more robust, upgradeable Galileo is the Union’s answer. The programme sits alongside a wider build-out that includes IRIS-squared, the planned 290-satellite secure connectivity constellation whose governmental services are slated to begin around the end of the decade, and a GOVSATCOM bridge that became operational earlier this year by pooling satellites from several member states.
The timing is also political. Europe’s space community gathers in the EU capital at the end of this month for an annual forum whose theme captures the mood: urgency and ambition, with the continent described as standing at a crossroads. The framing reflects anxiety that political intent has outrun operational capability, and that rivals and partners alike are moving faster on launch cadence and satellite manufacturing.
That anxiety is not unfounded. Galileo’s rollout has been dogged by delays, and a reliance on Ariane 6 means the programme’s schedule is hostage to the launcher’s own ramp-up after a long-awaited first flight. Each pair of satellites lifted into orbit is a milestone, but the gap between a signed launch contract and a fully operational second-generation service is measured in years, not months.
Supporters argue the investment is unavoidable. A navigation system that millions of devices and critical sectors depend on cannot be allowed to age into obsolescence, and the upgradeable design of G2 is meant to spare Europe another decade-long replacement scramble. Critics counter that the costs are vast, the timelines slip, and the benefits accrue slowly and invisibly until something breaks.
Both can be true. The next launches will not, on their own, transform what a phone shows on a map. But they will signal whether Europe can turn its stated space ambitions into hardware in orbit, on a schedule that matches the urgency its own officials keep invoking.
