Parcel Handling Fee Hits Low-Value Imports After 1 November

The parcel handling fee is the next piece of the bloc’s customs overhaul to reach online shoppers, with the Council setting 1 November 2026 as the date by which the new charge on low-value e-commerce parcels is due to be introduced. The measure follows the temporary flat duty of €3 per item that replaced the €150 duty-free threshold on 1 July 2026.

The Council formally adopted the wider Union Customs Code reform on 3 September 2026, after political agreement with the European Parliament on 26 March. Supporters call it the most ambitious change to the Customs Union since 1968. The parcel handling fee is separate from the €3 duty and stacks on top of it, so a cheap parcel from outside the EU now carries two distinct border costs.

The size of the parcel handling fee is the open question. Reporting from trade-compliance specialists in September said the Commission still had to set the level before member states could apply it, and that no official figure had been published. Industry estimates of around €2 per parcel circulated, drawing on law firm analysis, but they are not an official number and readers should treat them with caution.

Responsibility sits with sellers rather than buyers. Under the reform, the platform or distance seller that handles the sale into the EU acts as the deemed importer, which means it carries the duty payment, the customs formalities and compliance with EU product rules. Serious breaches can bring fines of up to 6% of an operator’s annual import value of goods in the previous year, along with loss of customs privileges or limits on access to online platforms.

The logic is both fiscal and regulatory. Customs officials have struggled with the volume of small parcels entering the single market, which makes risk-based checks hard and leaves unsafe or non-compliant goods hard to trace. A per-parcel charge, the parcel handling fee, funds handling capacity, while the deemed importer rule gives enforcement authorities a single accountable party.

The reform also lays the ground for institutions that will outlast the fee. An EU Customs Authority based in Lille is expected to become operational in 2027, and a central EU Customs Data Hub is meant to replace 27 fragmented national systems with one shared record of import and export data. Businesses with a strong compliance record may qualify for a new Trust and Check category with simplified treatment.

For retailers and platforms, the practical advice is to model total landed cost now. Every parcel under the old threshold will carry the duty, the parcel handling fee and any value added tax, and consumers will see that reflected in checkout prices. Whether the fee level is confirmed on schedule will show how quickly Brussels and national customs services can turn the 2026 reform from legal text into daily practice.
