Hundreds of European cities will soon report their traffic, safety and emissions data to a single template, after the Commission finalised a common set of urban mobility indicators that turns scattered local statistics into a bloc-wide yardstick.
The rules flow from the revised Trans-European Transport Network regulation, which obliges the Commission to define a limited list of indicators covering sustainability, safety and accessibility. The implementing act now names those measures, sets the methodology for collecting each one, and fixes a timeline that requires member states to submit their first figures by the end of December 2027.
At the heart of the scheme sit 431 cities designated as urban nodes on the core transport network. Each must adopt a sustainable urban mobility plan and feed comparable data upward, so that congestion in one capital can finally be measured against another on the same terms. Until now, cities tracked their own progress with methods that rarely lined up, leaving planners and investors guessing about what actually worked.
The logic behind the push is straightforward. Roughly three-quarters of Europeans live in urban areas, and cities generate a large share of transport emissions while shouldering the worst of the bloc’s road-safety toll. Harmonised numbers give the Commission a clearer map of where money and rules should land, and give citizens a way to hold local leaders to account against neighbours facing similar problems.
Supporting the effort is a fresh edition of the Sustainable Urban Mobility Planning guidelines, updated for 2026, which walks city officials through how to build and monitor their plans. The Commission has framed the guidance and the indicators as two halves of one system: the plans set direction, and the data shows whether that direction delivers. Officials laid out the framework through the Commission’s urban transport programme.
Cities and industry groups have broadly welcomed the clarity, though some warn that smaller municipalities may struggle to gather reliable figures on tight budgets. Collecting granular data on cycling rates, air quality near schools or the accessibility of public transport for disabled residents demands staff and sensors that not every town can afford. The 2027 deadline gives authorities time to build that capacity, but the gap between well-resourced capitals and stretched regional hubs remains a live concern.
For the Commission, the indicators are also a lever on climate and safety targets that have proven hard to hit at national level. By pulling urban data into a shared frame, officials hope to spot which policies cut emissions or crashes fastest and spread them across the network. Whether the reporting translates into cleaner, safer streets will depend on how seriously cities treat the numbers once the first submissions land.
