Lyon: Europe is inching toward something it long treated as taboo, vaccinating its poultry against the avian influenza that empties barns and rattles food supply chains every winter. The European Medicines Agency has issued positive opinions recommending marketing authorisations, granted under exceptional circumstances, for two new vaccines aimed at the H5 strain driving outbreaks across the continent.
The two products, developed by the animal-health arm of a major pharmaceutical group with deep roots in the city’s veterinary research cluster, immunise birds against the subtype responsible for mass culls from France to the Baltic. They join a small but growing arsenal; as of late last year the agency had authorised five veterinary vaccines against highly pathogenic H5. On paper that looks like an armoury. In practice, farmed poultry in the Union are still not routinely vaccinated, and the arrival of new options reopens a debate the sector has resisted for years.
The reluctance has never been mainly about whether vaccines work. It is about trade. Vaccinated flocks can carry the virus without showing symptoms, which makes it harder for importing countries to be sure a consignment is disease-free, and many trading partners respond by slamming the door on poultry from any region that vaccinates. For an industry that exports heavily, the fear of losing markets has long outweighed the appeal of protecting birds, keeping mass slaughter and movement bans as the default response to each outbreak.
That calculus is shifting as the disease refuses to retreat. Once a seasonal visitor, avian influenza now circulates almost year-round and has spread into wild birds and mammals in ways that alarm veterinary scientists. France broke ranks first, rolling out vaccination for its ducks and demonstrating that a large producer could vaccinate without the sky falling in on its trade. Its example gave cover to others weighing whether the cost of endless culls has finally exceeded the cost of jabs.
The Union’s food-safety authority has fed the discussion with scientific opinions, requested by the Commission, on how vaccination and the monitoring that must accompany it could work in practice. The technical answer is that vaccination is viable only if paired with rigorous surveillance to catch silent infection, an expensive commitment that smaller producers may struggle to bear without support. Approving vaccines, in other words, is the easy part; building the testing and traceability around them is where the real work lies.
For farmers who have watched flocks destroyed and compensation arrive late, the new authorisations offer a glimpse of a less brutal way to manage the disease. For officials, they sharpen a question that can no longer be dodged, whether to keep treating vaccination as a last resort or to fold it into a standing strategy. The shots are ready. The decision about how boldly to use them still belongs to governments.
