Cologne: Europe’s ambition to run its own secure satellite communications network took a concrete, literally cast-in-concrete, step this month as Germany broke ground on a new government satcom hub. The facility, one of two planned physical centres, will underpin GOVSATCOM, the pooled system that lets national administrations share guaranteed, protected satellite bandwidth. It is also a precursor to IRIS2, the far larger constellation the Union intends to fly by the end of the decade.
The logic driving both projects is strategic autonomy. For years European governments, armed forces and emergency services have leaned on commercial satellite operators, many of them American, for the secure connectivity that modern operations demand. The war on Europe’s eastern flank and the visible power that private constellations wield over battlefield communications have hardened a conviction in Brussels and national capitals that reliance on others for something so critical is a vulnerability the Union can no longer accept.
GOVSATCOM is the near-term piece of the answer. Rather than building satellites from scratch, it aggregates spare secure capacity from member states and trusted operators and channels it to those who need it, from border agencies tracking movements to civil protection teams coordinating disaster response. The hub now rising in Germany is the ground-based nerve centre that will route and safeguard those links, ensuring traffic stays within European control.
IRIS2 is the more audacious sequel. Standing for Infrastructure for Resilience, Interconnectivity and Security by Satellite, it is envisaged as the Union’s third space flagship after the Galileo navigation system and the Copernicus earth-observation programme. The plan calls for a multi-orbit constellation of satellites in low and medium earth orbit, delivering secure government communications alongside commercial broadband, a European answer to the mega-constellations now blanketing the sky. A concession contract with an industry consortium of established operators sets the programme on its path, though its multi-billion-euro cost blends public and private money.
Why it matters goes beyond hardware. Control of secure communications is increasingly a measure of sovereignty, shaping whether Europe can act independently in a crisis or must ask permission from foreign firms. Building the ground infrastructure first signals that the Union is serious about owning the whole chain, not just the satellites overhead.
Sceptics question the price and the timetable. Space programmes are notorious for cost overruns and slipping deadlines, and IRIS2 must be operational quickly enough to matter in a fast-moving strategic environment. There are doubts, too, about whether Europe’s fragmented industrial base can deliver on schedule.
What comes next is construction and integration, as the German hub and its planned counterpart take shape and testing begins. Each poured foundation is a small down payment on a larger bet: that Europe can secure its own place in orbit before the window to do so narrows.
