Vienna: The European Commission opened a new tranche of Horizon Europe calls in mid-May 2026 targeting advanced materials, clean technologies and AI-enabled scientific discovery. The calls form part of the programme’s final substantive budget cycle before the transition to Framework Programme 10 begins in 2028, and they reflect the Commission’s priority of consolidating European technological capability in sectors identified as strategic for the bloc’s competitiveness and resilience.
The Materials 2030 initiative receives a significant share of the new calls. Advanced materials — including high-performance ceramics, photovoltaic-grade silicon, battery-grade graphite and rare-earth substitutes — have been identified by the Commission as a foundational technology category. The 2026 Materials Manifesto, published earlier in the year, called for an integrated industrial strategy linking research funding, regulatory adjustment and demand-side procurement instruments. The new Horizon calls deliver the research-funding component, with grants ranging from individual researcher awards to multi-partner consortia targeting industrial-scale demonstration projects.
The Clean Industrial Deal, presented in February 2025, anchors the strategic framework within which the new research investments operate. The Deal combines decarbonisation policy with industrial competitiveness, targeting sectors where Europe holds technological leadership or where dependency on third-country suppliers has been identified as strategically problematic. Horizon Europe’s contribution to the Deal includes calls on clean hydrogen, industrial heat decarbonisation, carbon capture and utilisation, and low-carbon production processes for steel, cement and chemicals.
The AI Continent Action Plan, reaching its first major implementation milestones on 9 April 2026, has reshaped the research-funding architecture for AI. The AI Factories initiative, supported by the EuroHPC Joint Undertaking, will provide high-performance computing capacity for training and inference of large AI models, with priority access for European researchers, start-ups and small and medium-sized enterprises. Twelve sites across Europe will host the factories, with a total investment exceeding 4 billion euros across the Commission, Member States and the Joint Undertaking. The first Antenna facilities and AI Factories are expected to deliver training capacity in the second half of 2026.
The European Research Council continues to fund individual frontier research grants on the basis of scientific excellence alone. ERC officials have reported an increase in third-country applications, including from US-based researchers, during 2025 and the early months of 2026 — a trend that has been interpreted cautiously given the multi-year cycles of academic mobility, but which has nonetheless generated political attention. The Choose Europe for Science initiative, announced in early 2025, has provided the strategic framework for talent attraction, including adjusted immigration procedures, accelerated qualification recognition and dedicated grants for senior researchers willing to relocate.
The European Innovation Council has expanded its Accelerator programme and is on track to support more than 250 deep-tech ventures in 2026. The EIC’s blended finance model — combining grants with equity investments — has become a benchmark for public deep-tech support in Europe, with significant catalytic effect on private follow-on funding for portfolio companies. The 2026 calls under the Accelerator focus on AI, advanced materials, biotechnology, quantum technologies and clean energy, mirroring the strategic priorities of the broader Horizon framework.
The AI Act regulatory sandbox framework intersects with the research agenda. Each Member State must establish at least one national sandbox under the Commission’s adjusted timetable. The Digital Omnibus, agreed politically on 7 May 2026, extends the deadline for full operationalisation to 2 August 2027. Sandboxes will provide controlled environments where companies can test innovative AI systems with regulatory guidance and provisional adjustments to standard requirements, with lessons feeding into permanent rule revisions.
The negotiations on Framework Programme 10, the successor to Horizon Europe for 2028 to 2034, have entered their structuring phase. The Commission has proposed integrating defence research more closely with civilian research while preserving the dual-use principle. The proposed envelope, the structure of pillars, and the balance between bottom-up curiosity-driven research and top-down mission-oriented programming are all under negotiation. The political timeline points to adoption before the end of 2027 to ensure operational continuity between programming periods.
