Money Trail Tightens Around Venice Airport Arrest In VAT Fraud Case

Venice: The arrest took place inside the departures hall at Marco Polo airport, only a few metres from the gate the businessman had hoped to walk through on his way back to Dubai. Italian Financial Police officers, acting on a request issued by the European Public Prosecutor’s Office bureau in the city, executed the order minutes before boarding. A freezing measure covering assets worth more than 4.6 million euros went out at the same time, hitting properties, bank accounts and corporate stakes the suspect had built up across two jurisdictions over the previous decade.

Investigators describe the man as the financial brain behind a long-running VAT carousel scheme that recycled invoices for small electronics and IT components through a chain of intermediaries in northern Italy and the Veneto interior. Once the deduction had been claimed, the underlying money was washed through real estate ventures and minority holdings in food distribution before moving offshore. The EPPO file frames the laundering circuit, not the original tax evasion, as the headline charge, since the original carousel operators already face separate proceedings in Padua and Treviso.

What makes this case worth tracking inside the Berlaymont is the speed at which the freezing order moved. European Delegated Prosecutors used the toolkit added under the Mutual Recognition Regulation to push the freezing decision into Italian execution in under twenty-four hours, with Dubai-side cooperation still pending through bilateral channels. Anti-Fraud Office officials, who supported initial intelligence sharing on the corporate veil structure, point to this as a real test for the Anti-Money Laundering Authority’s coordination function, due to take its first operational steps from Frankfurt later this year.

The pattern is also a useful data point for the next iteration of the PIF Report. OLAF figures released in April put VAT-linked carousel detection volumes near the top of the 2025 case mix, and the Carosello strand of investigations connecting Naples and Venice has been quietly absorbing a growing share of analyst time inside the agency. Officers familiar with the file say the IT-sector component is no longer the sole driver: car dealerships, small electronics, fashion accessories and even short-haul aviation parts now feature in active strands.

Member State revenue authorities are paying close attention because the lessons travel quickly. Italy’s Guardia di Finanza is using the case to push for faster bank-account freezing inside the European Investigation Order routine, especially in countries where domestic law still requires an intermediate judicial step before a foreign request takes effect. The Commission’s mid-term review of EIO implementation, due before the autumn, will likely feature exactly these kinds of friction points. For now, the businessman remains in Italian custody pending an extradition hearing, while investigators in Naples build out the wider corporate map he is alleged to have anchored.
