Regions Redraw Spending as Europe’s Cohesion Funds Shift Focus

Katowice: In the Silesian city that built its wealth on coal, planners are rewriting spending plans that once looked settled for years. They are not alone. Across the Union, regional authorities are reopening their programmes as the mid-term review of the bloc’s cohesion funds moves from Brussels paper into local budgets, and the direction of travel has changed since the money was first parcelled out.

Cohesion policy remains the Union’s largest single investment pot, worth some 367 billion euros for the 2021 to 2027 period, and its original purpose was to narrow the gap between richer and poorer regions. The review keeps that mission on paper but bolts new priorities onto it. Roughly a tenth of the total, close to 35 billion euros, is being steered toward fresh goals: competitiveness through critical technologies, defence and military mobility, affordable housing, water resilience and cleaner energy.

The mechanism is a flexibility reserve, and the timing is deliberate. Half of the funds for 2026 and 2027 can be reallocated now, giving capitals a rare mid-cycle chance to move money where politics has shifted. The largest single reshaping puts more than 15 billion euros behind competitiveness and skills and almost 12 billion behind defence readiness and civil preparedness, with smaller sums for housing, water and industrial decarbonisation.

Supporters cast the change as overdue realism. A budget agreed before war and energy shocks reshaped the continent could hardly ignore security and resilience, and letting regions redirect idle money is better than watching it lapse unspent. For coal-belt regions like Silesia, the Just Transition strand still offers a lifeline as heavy industry winds down, and the added flexibility can widen what that money pays for.

Critics see a quieter cost. Green and regional voices warn that turning cohesion policy into an all-purpose emergency toolbox risks hollowing out its founding job of lifting the poorest places. Every euro moved to defence or competitiveness is a euro not spent on the roads, clinics and training schemes that convergence was built to fund, and the regions with the weakest administrations are often the least able to bid quickly for the newly flexible cash.

The practical question now is execution. Reallocation on paper means little until managing authorities amend programmes, clear state-aid checks and get projects moving before the window closes at the end of the period. The Council set the legal framework when it adopted the revised rules, described in its own account of the mid-term review, and the Commission tracks the shifting allocations through its regional policy service. How regions like Katowice spend the freed-up cohesion funds will show whether flexibility strengthens the policy or slowly redefines it.
