Toulouse: In the city that anchors much of Europe’s satellite industry, engineers are already reading the fine print of a law that has yet to pass. The proposed EU Space Act, still working its way through the Council’s specialist working party on space, would for the first time write common rules on space debris into binding European legislation, and the drafting choices matter for every operator planning a launch.
The Commission tabled the proposal in mid-2025 to harmonise a patchwork of national licensing regimes and to set shared standards on safety, sustainability, and cybersecurity in orbit. At its core sit debris mitigation duties: operators would have to submit plans covering collision avoidance, the tracking of their spacecraft, and the disposal of satellites once they reach the end of their working lives.
Those requirements respond to a crowded sky. Low Earth orbit now hosts thousands of active satellites and far more fragments of dead ones, and a single collision can spawn clouds of shrapnel that threaten everything nearby. Rules on deorbiting and end-of-life disposal aim to slow the build-up before congestion makes some orbital lanes unusable.
Negotiations are not finished. A compromise text circulated late last year reflected where member states stood, but talks continue inside the Council over how strict the standards should be and how heavily they should fall on smaller operators and on non-European firms that want access to the single market. The balance between ambition and cost is the crux of the remaining debate.
Industry reaction is mixed. Established manufacturers welcome common rules that replace divergent national demands with a single rulebook, easing the burden of operating across borders. Newer entrants worry that heavy compliance obligations could raise the price of reaching orbit and blunt Europe’s competitiveness against rivals in the United States and Asia.
The Act also reaches beyond debris. It would set minimum safety standards for launchers and spacecraft, address the resilience of space systems against cyberattack, and knit together the bloc’s sovereignty ambitions, including its secure connectivity plans. Most substantive obligations would apply only after a transition, with full effect pencilled in for the start of 2030.
For operators, the timeline offers breathing room but no reason to wait. Designing satellites that can steer clear of collisions and safely dispose of themselves takes years, so the standards under discussion will shape hardware long before they bite.
