Antwerp: In the Flemish suburbs where a chemicals plant once contaminated soil and groundwater for kilometres around, the phrase forever chemicals needs no explanation. Now the substances that gave the scandal its name are subject to binding European limits at the tap. Since 12 January, new limit values and monitoring obligations for per- and polyfluoroalkyl substances, the family known as PFAS, have applied to drinking water across every member state, requiring utilities to measure the chemicals in a harmonised way and to act, and inform the public, wherever the thresholds are breached.
The drinking water rules are only one front in a widening campaign. In May, stricter rules protecting Europe’s rivers, lakes and groundwater entered into force, expanding the list of regulated pollutants for the first time in years. The updated list adds several PFAS, including the mobile and persistent compound TFA, alongside certain pesticides and pharmaceutical residues. For the first time the rules also address microplastics and indicators of antimicrobial resistance, and extend protection to sensitive groundwater ecosystems that earlier legislation largely ignored.
The science driving these changes is unsettling. PFAS do not break down in nature, accumulate in the human body, and have been linked to immune effects, developmental harm and certain cancers. TFA, a breakdown product of many fluorinated chemicals and pesticides, is so mobile in water that it has been found even in remote environments, and it is precisely its persistence that alarms regulators: what enters the water cycle today will still be there for generations. Bringing these substances under formal environmental quality standards forces national authorities to monitor them and, where levels are too high, to trace and curb the sources.
Compliance will not be cheap, and this is where the political friction lies. Water utilities warn that filtering PFAS to the new limits could require costly treatment upgrades ultimately passed on to households, and they argue that the fairer approach is to stop the chemicals at source rather than scrub them out downstream. That logic points toward the far broader restriction on PFAS manufacture and use now under consideration, which industry groups say could disrupt supply chains for products from medical devices to renewable energy components. Environmental groups counter that the cost of inaction, measured in contaminated aquifers and public health, dwarfs the price of cleanup.
Separate pieces of the puzzle are already locking into place. From August, the Union’s packaging rules will ban food-contact packaging containing PFAS above set limits, cutting one everyday route of exposure. Member states, meanwhile, have until 22 December 2027 to transpose the amendments to the Water Framework, Environmental Quality Standards and Groundwater directives into national law. The direction of travel is clear even if the pace is slow: Europe is treating persistent chemical pollution not as an accident to be cleaned up after the fact, but as a risk to be regulated at the tap and in the river alike.
