Graz: A machine-parts firm in this Austrian industrial belt can sell to Bavaria with ease, yet still trips over paperwork the moment it tries to post an engineer to Italy for a week. That friction, multiplied across the continent, is the target of a push to strip out the worst obstacles standing between the EU’s twenty-seven national economies.

The Commission has built its case around a list it bluntly calls the terrible ten, the market barriers that businesses report as the most damaging. They range from tangled rules for establishing a company and diverging national service regulations to weak recognition of professional qualifications, fragmented packaging law, and burdensome requirements for posting workers even in low-risk trades.

In April the Parliament, the Council and the Commission signed a joint roadmap that ties concrete action to a firm date. Governments have promised decisive progress during 2026 and full delivery by the end of 2027, a rare shared deadline that leaves little room for the usual drift. The text sets out five pillars, with a more integrated single market at their core.

The urgency comes straight from the numbers. The Commission’s 2026 Annual Single Market and Competitiveness Report, the sixth in the series, warned that Europe faces unprecedented pressure on its industrial base and cannot afford to let internal fragmentation drain the productivity it needs to compete with the United States and China. Officials argue that removing home-grown barriers costs nothing yet delivers growth no subsidy can match.

Enforcement will decide whether the promises hold. Brussels has signalled that its first wave of action will chase late payments that starve smaller suppliers of cash and obstacles blocking services tied to the green transition, two areas where slow national practice quietly undercuts the treaties. The Commission has published the shared plan in its One Europe, One Market roadmap.

Member States carry the harder half of the bargain. Many of the ten barriers grow from national choices, from protected professions to territorial supply rules that keep prices high, and capitals have quietly guarded them for decades. Analysts caution that a roadmap only works if governments accept losses at home for gains across the bloc, a trade that past single-market drives have often ducked.

For firms like the one in Graz, the test is practical. If the deadline forces genuine mutual recognition and lighter posting rules, a mid-sized exporter gains a market of 450 million without hiring a single extra compliance officer. If it slips, the terrible ten simply become the terrible ten of 2028.
