Galway: Veterinary inspectors at Ireland’s western livestock terminal have begun running revised sampling protocols for laying hen flocks after EFSA’s latest summary report on zoonoses confirmed that the bloc-wide reduction in salmonellosis has effectively stalled. The agency’s 2023 annual report, published in mid-May, recorded 77,486 confirmed human salmonellosis cases across the bloc, making it again the second most commonly reported foodborne zoonosis and the single largest cause of outbreaks, accounting for 19.6 per cent of all foodborne outbreaks notified that year.
The Galway terminal handles roughly one-eighth of Ireland’s processed poultry exports, and the new sampling regime reflects what veterinary officials describe as a clear policy signal from the Commission that the existing reduction targets, set under Regulation 2160/2003, are no longer fit for purpose. EFSA’s analysis identifies persistent reservoir effects in broiler and laying hen flocks, particularly in southern and eastern Member States, that current control programmes have struggled to break. The agency recommends a refresh of the target serovars and tighter alignment between flock-level surveillance and downstream slaughterhouse monitoring.
The 2024 multi-country outbreak involving Salmonella enterica serotype Umbilo, traced to organic rocket salad and baby spinach produced in Italy and resulting in more than two hundred confirmed human cases and one fatality, has sharpened the political attention on vegetable-related transmission routes. EFSA’s report devotes a full chapter to fresh produce surveillance, noting that current Member State capacity to test high-risk vegetables at point of harvest varies dramatically, with several capitals relying almost entirely on retail-level sampling.
Galway veterinary officials describe the operational challenge as twofold. First, the sampling intensity required to detect low-prevalence serovars is significantly higher than what existing surveillance budgets sustain. Second, the laboratory turnaround time for serotyping needs to come down from the current ten to fourteen days to something closer to forty-eight hours if outbreak detection is to keep pace with modern supply chains, where contaminated produce can move from farm to retail shelf in under a week.
The Commission’s services have signalled that a revision of the Salmonella reduction targets will form part of the food-safety simplification package tabled earlier this spring. That package, intended to reduce administrative burden on producers, also recasts several reporting obligations and harmonises the way Member States submit flock-level data to the One Health surveillance platform. EFSA has cautioned that simplification must not come at the expense of analytical depth, and the agency’s response to the consultation specifically warns against any move to reduce the granularity of serotyping data published in the annual zoonoses report.
For Irish producers, the immediate concern is how revised targets will interact with existing export contracts to third countries. Several Asian markets accept Irish poultry only on the basis of Ireland’s strong Salmonella performance under the current regime, and any change in measurement methodology could trigger renegotiation of equivalence agreements. The Department of Agriculture in Dublin has flagged the issue to the Commission, and Galway veterinary officials expect a technical clarification in the coming weeks. The wider context is that food safety, like so many other policy files this cycle, is being asked to deliver both tighter outcomes and lower compliance costs, and the EFSA evidence suggests those two goals are increasingly difficult to hold together.
