Chemical safety platform brings five agencies under one digital roof

Helsinki: The European Chemicals Agency has taken on additional tasks to strengthen chemical safety across the bloc following the entry into force of new rules to streamline EU chemical assessments. The reform consolidates chemical data from five EU agencies — including the European Agency for Safety and Health at Work — and the Commission into a single digital platform, with the first datasets expected to be available by January 2029.

The platform’s strategic rationale is the recognition that chemical safety governance has fragmented across multiple regulatory frameworks: REACH, the CLP Regulation, the Plant Protection Products Regulation, the Biocidal Products Regulation, the General Food Law and several sectoral instruments. Each framework has historically generated its own data flows, scientific assessments and risk management decisions, with limited interoperability between datasets that often describe the same substances. The new platform aims to deliver consistency and to reduce duplicate testing demands that bear particularly heavily on smaller manufacturers.

The Commission has framed the platform as a flagship implementation of the One Substance One Assessment principle, adopted as a strategic objective in the 2020 Chemicals Strategy for Sustainability. Under the principle, each substance should receive a single coordinated assessment that serves all the regulatory frameworks in which it appears, rather than separate parallel assessments by different agencies operating under different procedural rules. The principle has been universally welcomed at policy level, but operational implementation has required substantial legislative adjustment and significant investment in data infrastructure.

ECHA’s expanded role places the agency at the centre of the new architecture. Beyond REACH and CLP, ECHA will provide coordination services across the participating agencies, manage the platform’s technical infrastructure and oversee the progressive incorporation of datasets. The European Food Safety Authority, the European Environment Agency, the European Medicines Agency and EU-OSHA each retain their substantive scientific competence while contributing to the shared data pool. The reform aims to deliver a common operational picture that authorities, NGOs, businesses, academia and citizens can access, share, compare and reuse.

The implementation timeline is deliberately gradual. The first datasets, scheduled for January 2029, will cover the most commonly assessed substances. Progressive incorporation through the first half of the 2030s will extend coverage to the full universe of substances under EU regulation. The Commission has emphasised that the transition must be managed carefully to avoid disrupting ongoing regulatory processes and to ensure that the platform delivers measurable benefits at each stage of its development.

The Chemicals Strategy for Sustainability remains the strategic anchor of the reform. The strategy commits to phasing out the most harmful chemicals in consumer products, addressing chemicals of concern in production and use, and strengthening the regulatory framework for combined exposure to chemical mixtures. The combination of legislative reform, agency consolidation and digital infrastructure investment positions the Union to deliver on these substantive commitments while reducing regulatory complexity for compliant operators.

NGO observers have welcomed the platform’s potential while raising concerns about timeline slippage and about the resourcing of ECHA for its expanded mandate. Industry associations have welcomed the simplification dimension while flagging the need for predictable access and clear governance arrangements. The platform’s evolution will be tracked through the regular reporting framework established under the new rules, with the first comprehensive review expected in 2030.
