Galileo Generation Two: First Satellites Reshape EU Sovereignty

Toulouse: The European Union’s Galileo programme has entered its second-generation operational phase with the successful launch of the first two satellites of the new constellation from the Kourou launch facility on 11 May. The launches, the culmination of more than a decade of development under the European Space Agency’s coordination of the second-generation satellite design, mark a structural advance in the Union’s strategic autonomy in positioning, navigation, and timing services.

The Toulouse-based mission control facility, operated by the European Union Agency for the Space Programme in cooperation with the Centre national d’études spatiales, has confirmed nominal commissioning of the new satellites following the standard in-orbit testing sequence. The full second-generation constellation will comprise 24 operational satellites and six spares, deployed progressively over the period to 2030. Each second-generation satellite offers substantially enhanced signal precision and resilience compared with its first-generation predecessor, with positioning accuracy expected to improve below the decimetre threshold for authorised service users.

The strategic significance of Galileo extends well beyond its commercial applications. The Public Regulated Service, accessible to government authorities of Member States and to limited categories of authorised users in non-EU partner countries, supports critical infrastructure operations, emergency response, and defence functions that depend on resilient positioning, navigation, and timing services. The dependencies of the wider European economy on satellite positioning, for road and rail transport, agricultural precision technologies, financial transaction timing, and telecommunications synchronisation, are extensive and growing.

The European Union’s broader space programme, governed by the Union Space Programme Regulation adopted in 2021, integrates Galileo with the Copernicus Earth observation programme, the EGNOS satellite-based augmentation system, the planned IRIS² secure connectivity infrastructure, and a range of supporting activities including space situational awareness. The 14.9 billion euro envelope allocated for the current Multiannual Financial Framework supports the operational and developmental activities across all these programmes; negotiations on the post-2027 envelope are expected to commence in the autumn.

IRIS², the secure satellite communications infrastructure conceived in part as a response to the geopolitical reassessment that followed the Russian invasion of Ukraine, has progressed to the operational contract phase. The constellation will provide governmental and commercial communications services with sovereign control over data routing and encryption, addressing the strategic dependency on non-European satellite communications infrastructure that the geopolitical reassessment of recent years has rendered increasingly salient.

The institutional architecture of the Union space programme has matured significantly. The European Union Agency for the Space Programme, established in its present form by the 2021 regulation, has assumed operational responsibility for Galileo, EGNOS, and a growing portfolio of cross-programme functions. The European Space Agency retains responsibility for the development of new space systems and for the technical interface with the European space industry. The two-tier institutional architecture, while occasionally producing coordination friction, has demonstrated operational effectiveness.

The European space industry, whose principal manufacturers include Airbus Defence and Space, Thales Alenia Space, and a growing population of small and medium-sized suppliers, has benefited substantially from the Union space programme. The programme’s industrial policy dimension, channelled through procurement decisions and through dedicated support under the EU Space Strategy for Security and Defence, has supported the consolidation of European space industrial capacity. The competitiveness of this industry against US, Chinese, and emerging non-Western competitors remains an open question of strategic significance.

Galileo’s transition to second-generation operations represents one of the more visible expressions of the Union’s strategic autonomy ambitions. Its operational performance over the coming decade will shape both the practical utility of the programme and the political appetite for sustained investment in the Union’s space sovereignty.
