Cologne: A patch of German ground turned this month into an early marker of Europe’s ambition to own its own secure communications from orbit. In June the country broke ground in Cologne on a GOVSATCOM hub, a facility meant to pool and distribute government satellite capacity and to serve as a precursor to the Union’s flagship constellation, IRIS2.
IRIS2, the Infrastructure for Resilience, Interconnectivity and Security by Satellite, is the Union’s third great space programme after the Galileo navigation system and the Copernicus earth-observation fleet. It is designed as a multi-orbit constellation providing secure connectivity to governments and, in time, commercial users, insulating critical communications from the outages and dependencies that come with relying on networks owned elsewhere. Deployment is planned to run toward 2027, with initial government services expected around 2030.
The Cologne hub matters because a constellation is only as useful as the ground segment that commands it and hands its signals to users. GOVSATCOM, which pools existing national and commercial satellite capacity under governmental control, is the bridge between today’s patchwork of arrangements and tomorrow’s dedicated system. Breaking ground on physical infrastructure, rather than issuing another strategy paper, is the kind of milestone that tells suppliers and member states the programme is real.
The institutional machinery is being tuned to match. In June the administrative board of the EU Agency for the Space Programme, EUSPA, approved a reorganisation taking effect from 1 July. Navigation activities are being drawn together into a new Positioning, Navigation and Timing department responsible for Galileo and the EGNOS augmentation system, while a dedicated Operations department consolidates real-time service delivery. The immediate prize is the initial operational capability of Galileo’s Public Regulated Service, an encrypted signal reserved for governments and critical uses that resists jamming and spoofing, a growing concern as interference with satellite navigation spreads.
Sceptics have heard grand space promises before, and they point to the familiar risks: multi-orbit constellations are technically demanding, budgets negotiated among many governments and private partners are prone to strain, and timelines measured in years have a habit of slipping. IRIS2 blends public money with private investment, and the durability of that partnership will be tested well before any full service arrives.
Yet the strategic case has hardened. Recent conflicts have shown how quickly commercial satellite links can become instruments of leverage, available or withdrawn at an owner’s discretion. For a Union that talks constantly of strategic autonomy, controlling the pipes through which its governments talk in a crisis is not a luxury. The groundwork in Cologne is modest in itself, a building site rather than a launch. But it is the sort of unglamorous step on which sovereignty in orbit will ultimately rest.
