Darmstadt: Europe’s answer to Starlink crossed a quiet but decisive threshold this month when military Ka-band frequencies for its IRIS2 programme entered service, allowing the Union to route its first governmental traffic through a network it controls. Defence Commissioner Andrius Kubilius told a Brussels audience that GovSatcom operations had launched the previous week, calling the moment a genuine milestone for the project.
IRIS2, short for Infrastructure for Resilience, Interconnectivity and Security by Satellite, is the Union’s third flagship space effort after Galileo and Copernicus. Planners envisage a multi-orbital constellation of roughly 290 satellites spread across medium and low Earth orbits, designed to give governments, businesses and citizens encrypted links that do not depend on American or private providers.
The push for secure connectivity gained urgency as European capitals watched commercial mega-constellations dominate battlefield communications and reach into markets that Brussels considers strategic. Officials worry that leaning on a single foreign operator leaves the bloc exposed, both to outages and to the commercial whims of the companies that own the hardware overhead.
Bringing the first frequencies into use does not mean the constellation is complete. The programme timetable still points to a first dedicated launch later this decade and fuller governmental services around 2030, with the SpaceRISE consortium responsible for building and running the system under a long public-private contract.
What changed this month is that the Union can already channel priority communications through GovSatcom, the pooled satellite capacity that member states share for missions such as border surveillance, crisis response and secure diplomacy. That capacity acts as a bridge until IRIS2’s own satellites reach orbit, and its activation gives officials a working service rather than a slide deck.
The financing behind the effort remains contentious. The constellation carries a headline cost of around six billion euros, drawn from the Union budget, the European Space Agency and private partners, and some governments have questioned whether the numbers will hold as launch schedules slip and inflation bites into hardware budgets.
Industry sees an opportunity as much as an obligation. European manufacturers and launch firms stand to win years of orders, and the agency overseeing operations argues that a sovereign network will spill over into commercial broadband, reaching rural areas and maritime routes that fibre never will.
For now the achievement is modest but symbolic. Europe has begun sending its own secure traffic across space it commands, a first step toward the day when the continent no longer borrows the sky from anyone else.
